HomeMy WebLinkAbout20191015 Special Work Session ProceedingsROSEMOUNT CITY COUNCIL SPECIAL WORK SESSION PROCEEDINGS OCTOBER 15, 2019 CALL TO ORDER Pursuant to due call and notice thereof a special work session of the Rosemount City Council was held on Tuesday, October 15, at 7:55 pm in the Conference Room at City Hall, 2875 145th Street West, Rosemount, following adjournment of the October 15 regular meeting. Mayor Droste called the meeting to order with Council Member Essler, Block, Weisensel and Freske. Staff present included the following: • City Administrator Martin • Director of Parks & Recreation Schultz 2.a. Indoor Recreation Facilities Discussion City Administrator Martin and Director of Parks & Recreation Schultz discussed their recent meeting with a recreation facility operator to further discuss the operations and potential partnerships of the proposed recreation center for the city. Director Schultz thoroughly detailed a draft proposal from the YMCA of the Twin Cities to serve as the operator of a future Rosemount facility. Council and staff discussed the potential options as well as the location of where the recreation facility would be constructed. Council member Essler discussed other partnerships between cities and the YMCA, and asked staff to investigate those contracts to ensure that Rosemount’s potential contract is a strong as possible. Director Schultz discussed the pros and cons of a YMCA partnership. Benefits include the YMCA retaining all risk associated with the financial operations of the facility, along with their contribution of approximately $3 million in furnishings and equipment for the building. The YMCA would also contribute to long-term equipment replacement needs (i.e. a CIP), which is a major benefit to the City. Mayor Droste discussed his history as a prior YMCA Board member, and he strongly suggested that a localized Board be established to ensure that the Rosemount YMCA is fulfilling localized needs. Council encouraged staff to continue researching this operational opportunity, and to make this option a main component of a future public open house to garner additional feedback.
