Minutes of the December 17 2019 Regular Meeting ProceedingsROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS DECEMBER 17, 2019 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held on Tuesday, December 17, 2019, at 7:00 p.m. in the Council Chambers at City Hall, 2875 145th Street West, Rosemount. Mayor Droste called the meeting to order with Council members Weisensel and Essler attending. Staff present included the following; - City Administrator Martin - Chief of Police Dahlstrom - Director of Public Works/City Engineer Erickson The Pledge of Allegiance was recited. APPROVAL OF AGENDA Motion by Weisensel Second by Essler Motion to Adopt the Agenda as presented. Ayes: 3. Nays: None. Motion carried. PUBLIC COMMENT No comment CONSENT AGENDA Motion by Droste Second by Essler Motion to Approve the Consent Agenda with item 6.r. removed a. Bills Listing b. Minutes of the October 15, 2019 Special Work Session Proceedings c. Minutes of the December 3, 2019 Work Session Proceedings d. Minutes of the December 3 2019 Regular Meeting Proceedings e. Tree City USA Recertification f. 2020-2021 Tobacco Licenses g. AFSCME Labor Agreement 2020-2021 h. Non-Union Compensation i. Teamsters Labor Agreement 2020-2021 j. Small Scale Mineral Extraction Permit Renewal for 2020 t. Deepwoods Court Improvement Project, City Project 2020-03 Accept Feasibility Report and Call Improvement Hearing u. Professional Services Contract – Rec Center Site Planning and Development Planning v. Request by Flint Hills Resources for a Waiver from the HI-Heavy Industrial Zoning District Building Standards to Construct Two 2,520 Metal Buildings w. Request by Flint Hills Resources for an Interim Use Permit for 65 Blast Resistant Modules, 12 Blast Resistant Enclosures, and 2 Warehouse Tents Ayes: Weisensel, Droste, Essler Nays: None. Motion carried. 6.r. Review Capital Improvement Plan (CIP) Mayor Droste pulled this item for further discussion to communicate in further detail the upcoming major roadway projects as well as public works and utility projects. Motion by Droste Second by Weisensel Motion to Adopt the attached 10-year Capital Improvement Plan for 2020 – 2029 Ayes: Droste, Essler, Weisensel Nays: None. Motion carried. PUBLIC HEARINGS 7.a. Body Worn Camera Program Chief of Police Dahlstrom provided overview of the body worn camera program. Chief Dahlstrom discussed the process and mentioned the statutory requirements for departments to follow before implementing a BWC program. This evening, the public has an opportunity for public comment before purchasing or implementing a portable recording system. All comments will be recorded and evaluated to ensure the program fits the needs of the community and department while complying with the statutory requirements. Mayor Droste opened public hearing at 7:13 p.m. Motion by Weisensel Second by Essler Motion to close public hearing at 7:13 p.m. Ayes: 3. Nays: None. Motion carried. The Police Department will continue to accept comments via voicemail, email, and social media. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS DECEMBER 17, 2019 NEW BUSINESS 9.a. Transition of Rosemount Environment and Sustainability Taskforce to a Commission City Administrator Martin highlighted several accomplishments that the Rosemount Environment and Sustainability Task Force (REST) has completed since first established in 2016. The current term of the task force expires on December 31, 2019, and the task force has expressed interest in becoming a full-fledged City Advisory Commission. Staff and Council fully support moving forward with the transition of REST to a commission. Staff will work to complete the necessary action items to complete the transition. Motion by Essler Second by Weisensel Motion to transition the Rosemount Environment and Sustainability Task Force to a City- appointed Commission, and authorize staff to initiate necessary action items to complete transition. Ayes: Essler, Weisensel, Droste Nays: None. Motion carried. ANNOUNCEMENTS 10.a. Staff Updates City Administrator Martin highlighted the recent successful rec center open house. Mr. Martin encourage all to watch the video available on our website highlighting the work that has been done at this point for the rec center. 10.b. Upcoming Community Calendar Mayor Droste reviewed the calendar of events and upcoming meetings for the remainder of December. The next City Council meeting will be held on Tuesday, January 7, 2020 starting at 5:00 p.m. ADJOURNMENT There being no further business to come before the City Council at the regular council meeting and upon a motion by Droste second by Essler the meeting was adjourned at 7:26 p.m. Respectfully submitted, Erin Fasbender, City Clerk
