Minutes of the January 7, 2020 Work Session Proceedings ROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS JANUARY 7, 2020 CALL TO ORDER Pursuant to due call and notice thereof a work session of the Rosemount City Council was held on Tuesday, January 7, 2020, at 5:00 p.m. in the Conference Room at City Hall, 2875 145th Street West, Rosemount. Mayor Droste called the meeting to order at 5:00 p.m. with Council Members Block, Freske, Essler and Weisensel. • City Administrator Martin • Community Development Director Lindquist • Director of Parks & Recreation Schultz • Assistant City Administrator Foster • Director of Public Works Erickson Guest Present Include: • Northfield City Council member Suzie Nakasian • Dakota County Project Manager Doug Abere DISCUSSION 2.a. Inter City Rail Initiative Presentation Council member Suzie Nakasian of the City of Northfield presented a PowerPoint presentation regarding a pursuit of an Inter-City Passenger Rail initiative. There was no formal request being made of the City. Council member Nakasian introduced the idea of the initiative to Rosemount to prepare the City for future discussions. Council member Nakasian noted that support is needed at both local and state level in order to move forward. Council indicated general support of the idea and will discuss further the opportunity to host a regional meeting amongst other cities to further discuss the initiative. 2.b. Dakota County – CSAH 42 Visioning Study and Diamond Path Roundabout Updates Dakota County Project Manager Doug Abere discussed the status of current Rosemount roadway projects. Mr. Abere noted the following; County Road 42 vision study is still on track for construction in 2021, currently proposals are being reviewed; a future open house for the public to attend regarding a potential roundabout at the intersection of Diamond Path and Connemara Trail will be on February 6 at the Rosemount Community Center. Council suggested Dakota County staff attend a future “Council Out & About” event to discuss these projects further. 2.c. Paid Parental Leave Policy City Administrator Martin provided follow up information requested from council at the December work session. Mr. Martin updated council on the latest policy and discussed what several other cities policies are regarding parental leave. All council members were in agreeance of the updated policy and moving forward with the approval of the policy. ROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS JANUARY 7, 2020 ADJOURNMENT TO REGULAR COUNCIL MEETING The meeting was adjourned with a motion from Droste, second by Essler at 6:47 p.m. to the regular council meeting in the council chambers. CALL BACK TO ORDER Mayor Droste called the meeting back to order at 7:40 p.m. with Council Members Block, Freske, Essler and Weisensel. UPDATES Director of Parks and Recreation Schultz briefed council on a recent meeting with School District 196 regarding the districts future project to include turf on a few of the school’s fields in 2020. Council was in agreeance that the city is not in favor of doing any partnership as the city has several other priorities to address currently. 3.a. Downtown Development Community Development Director Lindquist briefed council regarding the open house meeting to take place on January 8. Ms. Lindquist also informed council on the latest status of the project and the next step will be for the project to go before the planning commission on January 14. Council Updates City Administrator Martin confirmed his performance evaluation is to take place in a closed session after the regular council meeting on January 21. Mr. Martin also noted a future date will need to be set for a council 2020 goal setting session. Council member Block mentioned she is working on scheduling a future council meeting where students are encouraged to attend. Council member Essler is in the process of setting a date for a volunteer event. Council member Freske questioned when future “council out & about” events will be and noted the date of the upcoming business appreciation lunch. ADJOURNMENT There being no further business to come before the City Council, the meeting was adjourned with a motion from Droste, second by Essler. The meeting was adjourned at 8:46 pm.
