Minutes of the January 7, 2020 Regular Meeting ProceedingsROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS JANUARY 7, 2020 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held on Tuesday, January 7, 2020, at 7:00 p.m. in the Council Chambers at City Hall, 2875 145th Street West, Rosemount. Mayor Droste called the meeting to order with Council members Weisensel, Block, Freske and Essler attending. Staff present included the following; - City Administrator Martin - Director of Public Works/City Engineer Erickson - Community Development Director Lundquist The Pledge of Allegiance was recited. APPROVAL OF AGENDA Motion by Weisensel Second by Essler Motion to Adopt the Agenda as presented. Ayes: 5. Nays: None. Motion carried. PUBLIC COMMENT Bob Casan 14163 Autumnwood Way Mr. Casan expressed his concerns regarding the recent utility billing changes. Mr. Casan stated the updates did not consider residents who live in a multi-family unit as those residents will receive an increase in their utility bill. City Administrator Martin explained the utility billing updates and provided an overview of why the updates have been made. Designation of Official Newspaper ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS JANUARY 7, 2020 g. Naming of Depositories & Financial Institutions h. Transfer/Loan – Flexible Spending Account i. Paid Parental Leave Policy j. Approval of CDBG Resolution FY2020 k. Prestwick Place 15th Addition, City Project 2018-14: Accept Public Improvements l. Prestwick Place 16th Addition, City Project 2018-16: Accept Public Improvements Ayes: Weisensel, Block, Droste, Essler, Freske Nays: None. Motion carried. 6.d. Amendment to the 2020 Schedule of Rates and Fees Mayor Droste pulled Amendment to the 2020 Schedule of Rates and Fees to further discuss the process of the rate and fees specifically that this approval is completed annually. Director of Public Works Erickson further elaborated the fees regarding sewer and water. Motion by Droste Second by Essler Motion to Adopt a Resolution Amending Resolution 2019-98 Approving Amendments Setting the 2020 Schedule of Rates and Fees. Ayes: Block, Droste, Essler, Freske, Weisensel Nays: None. Motion carried. 6.j. Approval of CDBG Resolution FY2020 Council member Block pulled approval of CDBG Resolution FY2020 for informational purposes. Director of Community Development Lindquist elaborated further as to what this program entails and explained how residents can check out the Dakota County website for further information regarding the program as the program has a direct impact into our community. Ms. Lindquist noted this opportunity is a good way for residents to finance necessary improvements. Motion by Block Second by Essler Motion to Adopt a Resolution Approving the 2020 CDBG Application. Ayes: Droste, Essler, Freske, Weisensel, Block Nays: None. Motion carried. PUBLIC HEARINGS 7.a. Continued Public Hearing and Approval of Hunting Ordinance Amendment with Map Community Development Director Lindquist provided an overview of the continuance of the public hearing that began in December. After staff had the opportunity to review the hunting ordinance amendments and discovered that sometime between June 2017 and November 2018, the hunting map was modified in this area, apparently in error. The map has since been corrected to include the restricted bow and restricted shotgun areas generally consistent with the 2017 amendment. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS JANUARY 7, 2020 Mayor Droste opened the floor for the continuation of the public hearing and there were no comments made during this time from the public. Motion by Droste Second by Weisensel Motion to close public hearing at 7:34 p.m. Ayes: 5. Nays: None. Motion carried. Motion by Block Second by Freske Ayes: Essler, Freske, Weisensel, Block, Droste Nays: None. Motion carried. ANNOUNCEMENTS 10.a. Staff Updates City Administrator Martin highlighted staff is eager to start out the new year. 10.b. Upcoming Community Calendar Mayor Droste reviewed the calendar of events and upcoming meetings for the remainder of January. The next City Council meeting will be held on Tuesday, January 21, 2020 starting at 7:00 p.m. ADJOURNMENT There being no further business to come before the City Council at the regular council meeting and upon a motion by Droste second by Essler the meeting was adjourned at 7:37 p.m. back to the city council work session in the conference room in city hall.
