RECOMMENDED ACTION: Motion to Approve the Labor Agreement for the LELS Local
#2 Collective Bargaining Unit for the Years 2020 through 2021 and to Authorize the
Necessary Signatures.
BACKGROUND
The City of Rosemount and Law Enforcement Labor Services, Local #2 (Police Officers) have negotiated
in good-faith and have come to a tentative agreement.
Negotiations with LELS Local #2 have been completed for a 2020 through 2021 contract. The Collective
Bargaining Unit and City have reached a tentative agreement on the following items:
Duration
2 years (2020 & 2021)
Clothing Allowance
Increase by $20.00 (to $895.00) in 2020 and by $20 (to $915.00) in 2021.
VEBA/HSA Contribution
Increase from $585/year to $635/year.
Post Employment Health Care Savings Plan
Allow the increase in employee-funded contributions as noted in table below (no City Funds involved):

Increase maximum accumulation amount from 80 to 120 hours.

Increase special assignment pay from by $25/month (to $275).
RECOMMENDATION
LELS Local #2 has voted and approved these contract changes. Staff recommends the Council approve
the labor agreement for the LELS Local #2 Collective Bargaining Unit for the years 2020 through 2021
and to authorize the necessary signatures.
