RECOMMENDED ACTION: Motion to Adopt a Resolution Restricting Parking on Biscayne
Avenue from 160th Street W (CSAH 46) to Boulder Trail.
BACKGROUND
With the current demand for trucking from the mining and construction in south-central Rosemount,
development in the Business Park, along with anticipated future development of the University of
Minnesota (UMore) property, City Project 2020-01 is proposed to convert Biscayne Avenue from the
existing rural gravel section to a paved section. The project would also include installation of trunk
sanitary sewer and stormwater improvements.
On October 15, 2019 the Council held a public improvement hearing and ordered plans and specifications
for this project.
The Minnesota State Aid Office is requiring restricted parking on Biscayne Avenue for the length of the
project improvements, in order to use Minnesota State Aid funding for this project. This is a standard
requirement. The proposed resolution would create a “no parking” area from 160th Street W (CSAH 46)
to Boulder Trail.
SCHEDULE
Should the Council approve this resolution, the proposed project schedule is shown below. Items marked
“CC” will require City Council approval in order to move forward with the project.

BACKGROUND
Staff recommends Council adopt the resolution to restrict parking on Biscayne Avenue from 160th Street
W (CSAH 46) to Boulder Trail.

A RESOLUTION ESTABLISHING PARKING RESTICTIONS ON
BISCAYNE AVENUE FROM 160TH STREET WEST (CSAH 46) TO BOULDER TRAIL
FOR BISCAYNE AVENUE IMPROVEMENT PROJECT, CP 2020-01
WHEREAS, the City of Rosemount is planning the improvement of Biscayne Avenue in the
2020 construction season as City Project 2020-01; and
WHEREAS, the City Council of the City of Rosemount is interested in the safety of its
residents; and
WHEREAS , the improvement project does not provide adequate width for parking on either
side of Bonaire Path; and
WHEREAS, approval of the proposed construction as a State Aid project must be
conditioned on the establishment of no parking restrictions on Bonaire Path.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Rosemount,
Minnesota that the City shall prohibit parking of motor vehicles on both sides of Biscayne Avenue
from 160th Street West (CSAH 46) to Boulder Trail at all times.
