RECOMMENDED ACTION: Motion to Approve Plans and Specifications and Authorize
Advertisement for Bids for Trunk Highway 3 Drainage Improvement Project, CP 2019-13.
BACKGROUND
The Trunk Highway 3 (TH 3) Drainage Improvement Project, CP 2019-13, is proposed to make the trunk
stormwater connection from the Harmony development on the east side of TH 3 to the regional pond
recently constructed within the Dunmore development west of TH 3. See the figure below:
To make this connection, the City intends to use the existing MnDOT culvert under TH 3. Due to the
culvert’s structural condition, MnDOT has required the City to line the culvert and make a piped
connection to Rosemount’s stormwater system prior to crossing the MnDOT right-of-way. This project
meets those requirements.

Some of this construction was intended to be performed as part of the Dunmore 1st Addition
development for a stormwater trunk fee credit. That anticipated work has changed as a result of MnDOT’s
requirements, the City is likely to get better bids from contractors by having the whole improvement
performed as one City contract. The stormwater credit will need to be reduced accordingly for the
Dunmore 3rd Addition.
COSTS & FUNDING
MnDOT has acknowledged this project will include improvement of TH 3’s drainage infrastructure.
Therefore, MnDOT has agreed to provide some of the materials for the stormwater pipe and manhole
structures at no cost to the City.
The table below shows the estimated total project cost of $264,000. All funding will be provided by the
Stormwater Core Fund.

Should the Council approve this resolution, the proposed project schedule is shown below. Items marked
“CC” will require City Council approval in order to move forward.

City staff recommends Council approval of the plans and specifications and authorizing the advertisement
for bids for the Trunk Highway 3 (TH 3) Drainage Improvement Project, CP 2020-02.
