Minutes of the January 21 2020 Regular Meeting ProceedingsROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS JANUARY 21, 2020 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held on Tuesday, January 21, 2020, at 7:00 p.m. in the Council Chambers at City Hall, 2875 145th Street West, Rosemount. Mayor Droste called the meeting to order with Council Members Weisensel, Block, Essler, and Freske attending. Staff present included the following; - City Administrator Martin - Director of Public Works/City Engineer Erickson - Assistant City Engineer Smith - Parks and Recreation Director Schultz - Economic Development Coordinator Van Oss - Community Development Director Lindquist The Pledge of Allegiance was recited. APPROVAL OF AGENDA Motion by Weisensel Second by Essler Motion to Adopt the Agenda as presented. Ayes: 5. Nays: None. Motion carried. PRESENTATIONS, PROCLAMATIONS, & ACKNOWLEDGMENTS 3.a. Presentation by Rosemount Area Arts Council Parks and Recreation Director Schultz introduced Keith Reed Vice-Chair of the Rosemount Area Arts Council (RAAC). Mr. Reed provided an update to council on their activities over the past year and their future plans. PUBLIC COMMENT None CONSENT AGENDA Motion by Weisensel Second by Freske Motion to Approve the Consent Agenda with items 6.h., 6.i., and 6.j. pulled for discussion. a. Bills Listing b. Approval of Minnesota Department of Employment and Economic Development Redevelopment Grant Resolution j. Approval of Dakota County RIG Grant Resolution k. Motion carried. 6.h. Financing for Fire Department Aerial Fire Truck Council member Weisensel pulled the item to inform the residents of the new fire truck purchase. City Administrator Martin explained the lease-purchase that will be financed over a 7- year period. Motion by Weisensel Second by Block Motion to approve the Lease Purchase Agreement with Community Leasing Partners for the financing of the Fire Department Aerial Fire Truck purchase and the execution of the agreement. Ayes: Block, Droste, Essler, Freske, Weisensel Nays: None. Motion carried. 6.i. & 6.j. Approval of Minnesota Department of Employment and Economic Development Redevelopment Grant Resolution & Approval of Dakota County RIG Grant Resolution Council member Weisensel pulled these items to have staff explain how the grants are critical to the downtown redevelopment project, The Morrison. Economic Development Coordinator Van Oss briefly provided an overview of the project and how the grants would provide financial assistance for demolition and abatement of the site. Motion by Weisensel Second by Freske Motion to adopt resolution approving the DEED Grant Application and adopt a resolution approving the Dakota County RIG Grant Application. Ayes: Droste, Essler, Freske, Weisensel, Block Nays: None. Motion carried. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS JANUARY 21, 2020 PUBLIC HEARINGS 7.a. Deepwoods Court Improvement Project, City Project 2020-03: Improvement Hearing & Order Plans and Specifications Director of Public Works/City Engineer Erickson provided a brief overview of the project. Assistant City Engineer Smith gave presentation about the project’s location, costs and details. Council member Essler questioned the costs of adding the curb and gutter to the project. Ms. Smith explained since the existing road does not have the curb and gutter, adding it during the project would be considered a new improvement. Therefore, the residents on Deepwoods Court would be responsible for the full cost. Council member Block asked about the shape of the current cul-de-sac and how the shape will be changed. Ms. Smith explained that the cul-de-sac is currently elongated into a tear drop shape. The tear-drop shape is causing an issue for school buses to turn around. After construction, the cul-de- sac will be restored to a bubble-like shape. Mayor Droste opened the public hearing at 7:26 p.m. Greg Geisler 12875 Deepwoods Court Mr. Geisler stated that the residents on Deepwoods Court are unanimous that they would like to have curb and gutter, although, they would like the city to pay for a portion of the curb and gutter as well. Mr. Erickson explained that the project will be bid to have curb and gutter as an additive alternate. Once bids have been received, staff will provide those numbers to the neighborhood. Mr. Erickson and Geisler had discussed ribbon curb as an alternative which is less expensive and would help maintain the road long-term. Nanette McDevitt 12770 Deepwoods Court Ms. McDevitt expressed concerns about the safety of children getting on and off the bus at McAndrews Avenue and Deepwoods Court. Patricia Dee 12570 Deepwoods Court Ms. Dee questioned since the road is rural, if their taxes were effective by it. Mayor Droste explained that all taxes are based on the assessed value of the property. Bruce Cords 12775 Deepwoods Court Mr. Cords expressed concern about a gravel edge to the road verse curbing. Cords stated that the road would fall apart quicker if it didn’t have curb to hold it together. Mr. Erickson confirmed that if there was not curb the road would deteriorate quicker. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS JANUARY 21, 2020 David O’Brien 12870 Deepwoods Court Mr. O’Brien explained that his property is at the end of the cul-de-sac and water pools up in his yard. Over 15-20 years, more than a dozen trees that were roughly 50 years old have died due to the flooding. The original ponding areas have already filled in causing the water to flow into the yards. Motion by Droste Second by Weisensel Motion to close public hearing at 7:45 p.m. Ayes: 5. Nays: 0. Council member Freske requested that Erickson schedule a neighborhood meeting once bids are received to discuss the curbing and ponding. Erickson confirmed. Motion by Block Second by Weisensel Motion to Adopt a Resolution Ordering the Improvement and the Preparation of Plans and Specifications for the Deepwoods Court Improvement Project, City Project 2020-03. Ayes: Freske, Weisensel, Block, Droste, Essler Nays: None. Motion carried. 7.b. Public Hearing for the Establishment of the KenRose Tax Increment Financing District Economic Development Coordinator, Eric Van Oss, provided a brief overview of The Morrison. Rebecca Kurtz of Ehlers gave presentation on the proposed KenRose TIF plan. Council member Essler asked about the up-front costs and the risk that the City and the developer have Ms. Kurtz explained the developers contract and that the Port Authority would provide $600,000 to the developer as up-front assistance. The pay as you go note allows for minimal risks to the City as they only receive what is generated by the project; up to the set financial amount. The current property value is roughly $1.3 million. After redevelopment, it will be valued over $22 million. Mayor Droste opened the public hearing at 8:04 p.m. No public comment. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS JANUARY 21, 2020 Motion by Droste Second by Weisensel Motion to close public hearing at 8:05 p.m. Ayes: 5. Nays: 0. Mayor Droste explained that action will be taken February 4th, all the items will be addressed during the Port Authority and City Council meeting. ANNOUNCEMENTS 10.a. Staff Updates City Administrator Martin highlighted Coffee with the Council on Saturday, February 1st at the Rosemount Library from 10-11:30AM. Council and staff will be working on their 5-year strategic goals and plans. 360 Communities has begun their move-in process to their newly remodeled facility. 10.b. Upcoming Community Calendar Mayor Droste reviewed the calendar of events and upcoming meetings for the remainder of January and February. The next City Council meeting will be held on Tuesday, February 4, 2020 starting at 7:00 p.m. ADJOURNMENT There being no further business to come before the City Council at the regular council meeting and upon a motion by Droste and second by Essler the meeting was adjourned to a closed session in the city hall conference room for City Administrator Martin’s annual evaluation at 8:10 p.m. Respectfully submitted, Jessie Paque, Recording Secretary
