ATTACHMENTS: Resolution, Map APPROVED BY: LJM RECOMMENDED ACTION: Motion Approving a Resolution to Reduce the Speed Limit on 145th Street West. BACKGROUND Residents along 145th Street West between Shannon Parkway and Diamond Path have requested that the City of Rosemount reduce the speed limit to 30 miles per hour. DISCUSSION In October 2018, residents along 145th Street W between Shannon Parkway and Diamond Path requested that the City of Rosemount reduce the speed limit from 40 m.p.h. to 30 m.p.h. which is equal to the speed limit further east on 145th Street. This request was reviewed by the Traffic Safety Committee and no change was recommended at that time. A follow-up request was again reviewed by staff along with existing traffic counts, speed and crashes. Crash rates were not found to be unusually high, nor did there seem to be a significant issue with speeding (in excess of the posted 40 m.p.h. limit) along this portion of the 145th St corridor. However, this section of 145th St is unique in that it has several single-family homes that front this collector street with a speed limit of 40 m.p.h. or higher. Staff met with the residents and presented this information. At the conclusion of the meeting, staff committed to further investigation. Ultimately, based on review of applicable statutes, a discussion with the City Attorney and need to improve public safety along the corridor, staff is recommending that the speed limit on 145th St W. from intersection of Cimarron Ave to Diamond Path be reduced to 30 m.p.h. from the current 40 m.p.h. Should Council approve this speed reduction, staff will update the signage and work with the Rosemount Police Department in order to assist the public with awareness and enforcement. RECOMMENDATION Staff recommends City Council approve the attached resolution reducing the speed limit on 145th Street West. CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2020 – 11 A RESOLUTION REDUCING THE SPEED LIMIT ON 145TH STREET WEST WHEREAS, the City of Rosemount desires to protect both pedestrian, non-motorized and vehicular traveling public; and, WHEREAS, the section of 145th Street West between County State Aid Highway 42 and Cimarron Avenue is currently 30 miles per hour; and, WHEREAS, the section of 145th Street West between Cimarron Avenue and Diamond Path is currently 40 miles per hours; and, WHEREAS, the City of Rosemount has established that the section of 145th Street West between Cimarron Avenue and Diamond Path is an ‘urban district’ in Minnesota State Statute 169.011; and, WHEREAS, the reduction of the speed limit on 145th Street West from 40 miles per hour to 30 miles per hour is allowed per Minnesota State Statutes. NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Rosemount, Minnesota hereby reduces the speed limit on 145th Street West between Cimarron Avenue and Diamond Path from 40 miles per hour and 30 miles per hour.
