Trunk Highway 3 Drainage Improvement Project, CP 2019-13 Accept Bids & Award Contract.docx EXECUTIVE SUMMARY City Council Meeting: March 4, 2020 AGENDA ITEM: Trunk Highway 3 Drainage Improvement Project, CP 2019-13: Accept Bids & Award Contract AGENDA SECTION: Consent PREPARED BY: Brian Erickson, PE, Director of Public Works/City Engineer Stephanie Smith, PE, Assistant City Engineer AGENDA NO. 6.g. ATTACHMENTS: Resolution APPROVED BY: LJM RECOMMENDED ACTION: Motion to Adopt a Resolution Receiving the Bids and Awarding the Contract for Trunk Highway 3 Drainage Improvement Project, CP 2019-13. BACKGROUND The Minnesota Trunk Highway 3 (TH 3) Drainage Improvement Project, CP 2019-13, is proposed to connect the Harmony development on the east side of TH 3 to the regional pond constructed within the Dunmore development west of TH 3. The City intends to use the existing MnDOT culvert under TH 3 to make this connection. Due to the culvert’s structural condition, MnDOT has required the City to line the culvert and make a piped connection to Rosemount’s stormwater system prior to crossing the MnDOT right-of-way. This project meets those requirements. At the January 21, 2020 meeting, City Council approved the plans and authorized the advertisement for bids on this project. COSTS & FUNDING MnDOT has acknowledged this project will include improvement of TH 3’s drainage infrastructure. Therefore, MnDOT has agreed to provide some of the materials for the stormwater pipe and manhole structures at no cost to the City. Some of this stormwater construction was intended to be performed as part of the Dunmore 1st Addition development for a stormwater trunk fee credit. That anticipated work has changed as a result of MnDOT’s requirements, and the City anticipated getting better bids from contractors by having the whole improvement performed as one City contract. The stormwater credit will need to be reduced accordingly for the Dunmore 3rd Addition. Bids were opened on February 7, 2020 and there were three bids for the project. The apparent low bidder is Alcon Excavating, Inc. at $159,580.35. Alcon Excavating has not previously performed work in the City, so staff has checked references and recommends awarding the contract. 2 A summary of the Bid Tabulation including the Engineer’s Estimate is shown in the following table: Bidder Total Bid Percentage Above Low Bid Engineer’s Estimate $191,895.00 +20.2% Alcon Excavating $159,580.35 Low Bid Minger Construction $162,084.25 +1.6% SGP Contracting $173,953.16 +9.0% Rachel Contracting $204,223.00 +28.0% G.F.
