RECOMMENDED ACTION: Motion to Approve the Labor Agreement for the LELS Local
#223 Supervisory Collective Bargaining Unit for the Years 2020 through 2021and to
Authorize the Necessary Signatures.
BACKGROUND
Negotiations with LELS Local #223 (Police Sergeants) have been completed for a 2020 through 20121
contract. The Collective Bargaining Unit and City have reached a tentative agreement on the following
items: Please note there are a few more modifications to the contract this year than previous years, due to
administrative clean-up of the contract to ensure it conforms with other contracts.
Duration
2 years (2020 & 2021)
Wages in the 2 Year Contract (2020 & 2021)
3% increase on January 1, 2020
3% increase on January 1, 2021
Clothing Allowance
Increase by $50 to $900.00 for years 2020 and 2021.
VEBA/HSA Contribution
Increase from $530 to $635/year to be consistent with all other full-time employees.
Comp Time
Increase maximum accumulation amount from 80 to 120 hours.
Investigator Sergeant Pay
Implement special assignment pay to $275/month to be consistent with investigator special assignment
pay.
Holidays
Clarify language to be consistent with other LELS Patrol contract: (addition is underlined)
With the exception of the Floating Holiday, each employee that is mandated by the EMPLOYER to work
on holidays shall be compensated at one and one-half (1 1/2) times the employee's regular hourly rate for
all hours worked on the above-referenced holidays.
Sick Leave
Add language to be consistent with all other full-time employees (underlined):
Employees hired after January 1, 2016 will be credited with 24 hours of sick leave at the time of hire.

Appendix B
Eliminate Appendix B (Policy on Controlled Substance and Alcohol Testing) and refer to existing
personnel and departmental policies.
RECOMMENDATION
LELS Local #223 has voted and approved these contract changes. Staff recommends that the Council
approve the labor agreement for the LELS Local #223 Supervisory Collective Bargaining Unit for the
years 2020 through 2021 and to authorize the necessary signatures.
