RECOMMENDED ACTION: Staff is recommending that the City Council receive the bids
for the Rosemount Skate Park Project and award the bid to the low bidder, Custom Builders
Incorporated, in the amount of $337,805.00.
BACKGROUND
The Parks and Recreation Department recently put the Rosemount Skate Park project out to bid. There
were seven contractors on the plan holders list and we received four bids. The funding for the project would
come from current and past Capital Improvement Budgets (CIP) and the Park Improvements Fund which
currently has a balance $2,352,021.00. The bids have been reviewed and staff is recommending that the low
bidder be awarded the project. Listed below are the bid results:

Spohn Ranch $349,866.54
Global Specialty Contractors $395,017.00
If the project is approved, it will start this spring and should be completed by late summer.
The skate park equipment was installed in 2003 at Central Park in a hockey rink and then moved to Schwarz
Pond Park in 2004. The modular style equipment has been well used and needs to be replaced.
The City of Rosemount included funding in the 2019 and 2020 CIP budget for replacing the skate park
located at Schwarz Pond Park with a new concrete park. Staff has been working with Pillar Design Studios
to create the skate park plan. We held two open house meetings that were well attended and we have been
collecting input via email from skate park users over the last 12 months. The cost estimate for the
construction of the new skate park was $350,000.
RECOMMENDATION
Staff is recommending that the City Council receive the bids for the Rosemount Skate Park Project and
award the bid to the low bidder, Custom Builders Incorporated, in the amount of $337,805.00.
