RECOMMENDED ACTION: Motion to Adopt a Resolution Accepting Bids and, Awarding a
Contract for Connemara Trail, City Project 2018-09.
BACKGROUND
Connemara Trail, City Project 2018-09, will extend the roadway, water and sanitary sewer to the east from
Akron Ave. This project would extend the stormwater trunk main to the east was well.
On February 4, 2020, the Council received plans and specifications and approved the advertisement for
bids for this project. Bids were opened on February 28, 2020. Construction is proposed to begin in Spring
2020 and is anticipated to be substantially complete, excluding wear bituminous course, by late October
2020.
COSTS AND FUNDING
On February 28, 2020, nine bids were received and read aloud publicly. The bids are listed in the table
below. The low bidder is A-1 Excavating with a bid amount of $1,557,463.00 which is approximately 15%
below the engineer’s estimate of $1,839,494. Additional costs for construction administration, including
observation, contractor coordination and materials testing, will be brought to the Council for approval as a
separate item.

This project is proposed to be developer-funded by the parties of the Prestwick Place Cost Share
Agreement. The funds are collected in development fees as nearby parcels under the agreement are
developed and platted. Utility core funds will be used for upsizing and trunk facilities.
RECOMMENDATION
Staff recommends Council adopt the attached resolution receiving the bids and awarding the contract for
Connemara Trail, City Project 2018-09.

A RESOLUTION RECEIVING BIDS AND AWARDING CONTRACT
FOR CONNEMARA TRAIL, CITY PROJECT 2018-09.
BE IT RESOLVED, by the City Council of the City of Rosemount, Minnesota, as follows:
1. All bids on construction of Connemara Trail, City Project 2018-09, are hereby received and
tabulated.
2. Based on the Total Bid, the bid of A-1 Excavating, Inc in the amount of $1,557,463.00 for the
construction of said improvements is in accordance with the plans and specifications and
advertisement for bids and is the lowest responsible bid and shall be and hereby is accepted.
3. The Mayor and Clerk are hereby authorized and directed to enter into a contract with said
bidder for the construction of said improvements for and on behalf of the City of Rosemount.
4. The City Clerk is hereby authorized and directed to return forthwith to all bidders the deposits
made with their bids, except that the deposit of the successful bidder and the next two lowest
bidders shall be retained until a contract has been executed.
