HomeMy WebLinkAbout20200218 Work Session Proceedings ROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS FEBRUARY 18, 2020 CALL TO ORDER Pursuant to due call and notice thereof a work session of the Rosemount City Council was held on Tuesday, February 18, 2020, at 6:00 p.m. in the Conference Room at City Hall, 2875 145th Street West, Rosemount. Mayor Droste called the meeting to order at 6:01 p.m. with Councilmembers Freske, Weisensel, Block and Essler attending. Staff present included the following: • City Administrator Martin • Community Development Director Lindquist • Senior Planner Klatt • Recording Secretary Paque DISCUSSION 2.a. Community Development Updates Brewery Update Community Development Director Lindquist updated council that staff has meet with the brewery applicant and they have not received signatures from all the nearby property owners. Councilmember Essler clarified that the lot for the brewery has not been created yet. There needs to be a subdivision of the current property at 12246 Biscayne Avenue, Rosemount. For the business to have driveway access, the applicant will need to purchase the small portion of property in front of 12246 Biscayne Avenue. Staff plans to hear back from the applicant by the end of the week whether they can obtain the property for driveway access. Proposed Independent Living Update A developer is looking at purchasing the property at 14370 Cameo Avenue, behind the Steeple Center. The building would be designated at active senior housing. Residents would be able to utilize some of the services at the Steeple Center. Parking is proposed to be at grade level and then above that would be three levels of residential housing. The height of the proposed building would be close to The Rosemount Senior Living at Steeple Center. Councilmembers Essler and Freske expressed concern for the proposed development. Councilmembers and staff briefly discussed their ideal plans for downtown Rosemount. Staff will add Downtown Plans as a discussion item for a future work session. Rosewood Commons & Rivers of Life Update Community Development Director Lindquist updated council on the parcel located at northwest corner of 150th Street West and Business Parkway. The original plan was to have a gas station at this parcel, and the developer is looking at a memory care facility. Councilmembers expressed their concern with this type of use on that parcel and asked staff to convey that to the developer. North of 132nd Street West Development Update Community Development Director Lindquist updated councilmembers that a developer is looking at the parcel located at 2951 132nd Street West. Developer is proposing apartments that would be similar to The Rosemount. Councilmembers and staff preferred townhomes on the parcel instead of apartments. Councilmembers expressed that stop light is needed at the intersection of Highway 3, 132nd Street West, and Bonaire Path. ROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS FEBRUARY 18, 2020 ADJOURNMENT TO REGULAR COUNCIL MEETING The meeting was adjourned with a motion from Droste, second by Essler at 6:57 p.m. to the regular council meeting in the council chambers. CALL BACK TO ORDER Mayor Droste called the meeting back to order at 9:00 p.m. with Council Members Block, Freske, Essler, Weisensel. 2.a. Community Development Updates (continued) North of 132nd Street West Development Update Councilmembers and staff discussed further what the property should be used for, townhouses or gas station. In order to have traffic lights installed at the intersection, the traffic counts would have to warrant them. Minnesota Department of Transportation’s (MnDOT) counts are currently too low to install lights at the intersection of Highway 3, 132nd Street West, and Bonaire Path. Staff will connect with the Engineering Department to see when the last contact was made with MNDOT regarding traffic lights at the intersection. STAFF & COUNCIL UPDATE S City Administrator Martin updated council on the status of an operator for the new proposed athletic facility/community center. City Administrator Martin and Parks & Recreation Director Schultz were anticipating a response from another operator by the end of the week. Further updates will be provided at the March 4, 2020 Work Session. Staff will bring details from all potential operators to the council in the near term. Councilmember Block was working with the high school to set up an April meeting. Councilmembers and staff briefly discussed topics. Mayor Droste discussed the traffic deaths that happened on Highway 55. Funding is being anticipated through the county to build a safer intersection. ADJOURNMENT There being no further business to come before the City Council, with a motion from Droste, second by Essler.
