SPECIAL WORK SESSION PROCEEDINGS
MARCH 17, 2020
CALL TO ORDER
Pursuant to due call and notice thereof a special work session of the Rosemount City Council was
held on Tuesday, March 17, at 5:00 pm in the Conference Room at City Hall, 2875 145th Street West,
Rosemount.
Mayor Droste called the meeting to order with Councilmember Block, Essler and Freske. Staff
present included City Administrator Logan Martin.
2. Commission Interviews
City Council interviewed applicants via phone for approximately fifteen minutes each. Following the
interviews, council discussed candidates. Commissioners will formally be appointed at the regular
council meeting April 7, 2020.
3.a. Finalize Commissioner Appointments
Council members further discussed the candidates and finalized those who are to be appointed at
the next council meeting.
ADJOURNMENT TO REGULAR COUNCIL MEETING
There being no further business to come before the City Council and upon a motion by Droste,
second by Essler, the meeting was unanimously adjourned at 6:50pm.
CALL BACK TO ORDER
Mayor Droste called the meeting to order at 8:09pm with Councilmember Block, Essler and Freske.
Staff present included City Administrator Logan Martin, Community Development Director
Lindquist and Chief of Police Dahlstrom.
DISCUSSION
6.a. SKB Plans Update
Community Development Director provided the Council with a general overview of a possible
proposal anticipated from SKB Environmental for an expansion of their facility. Staff has been
discussing this potential project with SKB over the previous few months, and presented the Council
with general parameters of what a project could entail.
No formal application has been submitted, however staff discussed a concept of an expansion of the
SKB site combined with significant safety / roadway improvements along Hwy 55 and internal to
the SKB site. This would also create a defined termination point to the landfill operation, with
everything east of the new public roadway being reserved for the anticipated business park use.
The Council indicated general support in continuing to have these preliminary conversations with
SKB, and will consider a complete project when it is formally applied for.
UPDATES
7.a. Council & Staff Updates
Police Chief Dahlstrom discussed the latest details regarding the City’s response to the COVID-19
pandemic. At this point, the City is operating under a declared local emergency, City facilities are
closed to the public, and a large amount of staff of telecommuting to respect social distancing

guidelines. Chief Dahlstrom discussed the City’s current supply of PPE for public safety officers,
and alternative operational strategies within the Police Department to ensure that officers remain
healthy and available to fill shifts.
Chief Dahlstrom and Administrator Martin will continue providing ongoing updates to the Council
on the situation, including sharing the briefings from the Dakota County Emergency Operations
Center.

There being no further business to come before the City Council and upon a motion by Droste,
second by Essler, the meeting was unanimously adjourned at 9:30pm.
