REGULAR MEETING PROCEEDINGS
MARCH 17, 2020
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held
on Tuesday, March 17, 2020, at 7:00 p.m. in the Council Chambers at City Hall, 2875 145th Street
West, Rosemount.
Mayor Droste called the meeting to order with Council Members Block, Essler, and Freske
attending.
Staff present included the following;
- City Administrator Martin
- Community Development Director Lindquist
- Senior Planner Klatt
The Pledge of Allegiance was recited.
APPROVAL OF AGENDA
Approval of agenda with items 6.k. Enacted Pursuant to Minnesota Statutes Section 12.29
Extending the Period of a Mayor-Declared Local Emergency and 3.b. Declaring a Local Emergency
added.
Motion by Weisensel Second by Block
Motion to Adopt the Agenda as presented.

PRESENTATIONS, PROCLAMATIONS, & ACKNOWLEDGMENTS
3.a. Census Day 2020
City Administrator Martin noted the upcoming Census Day on April 1, 2020. Martin noted the
importance of participating in the census for residents and provided an overview of what residents
can expect.
3.b. Declaring a Local Emergency
Mayor Droste declared Rosemount in Peace Time Emergency Due to COVID 19 Health Pandemic.
City Administrator Martin briefed Councilmembers on the current status of the city and how staff is
continuing to push forward safely during this time.

Councilmember Weisensel pulled this item to further elaborate on the changes that have taken place
with the pandemic.
Staff highly encourages residents to utilize the city website for further information about this
emergency and for further instructions on how to get in touch with city staff.

PUBLIC HEARINGS
7.a. Request by Equitably Acquired Properties, Inc., to vacate a Drainage and Utility
Easement to accommodate the construction of a car condominium facility in the
Rosemount Business Park
Senior Planner Klatt provided an overview of the approval of a conditional use permit for a simple
plat for Equitably Acquired Properties, Inc to construct a self-storage facility. The proposed plat will

split the development site from a larger outlot, over which a blanket drainage and utility easement
was dedicated at the time the site was originally subdivided.
Staff took the opportunity to review the project as it is scheduled later on the agenda, under new
business. The following exceptions have been requested;
• Hours of operation, since units are individually owned to allow access to units 24-hours a
day.
• Impervious coverage; current zoning ordinance allows maximum surface coverage of 75%
and the current plan shows coverage of nearly 77%. The applicant proposes to off set the
overage by landscaping.
• Building design; proposed design is more residential in character and a good balance
between the nature of the building and its location on the edge of the business park.

7.b. Request by Mark Davis to vacate a Drainage and Utility Easement to accommodate the
construction of a medical office building at 15265 Carrousel Way
Community Development Lindquist provided an overview of a site plan review to allow Mark Davis
to construct a 12,650 square foot medical office building at 15265 Carrousel Way.
Stormwater runoff will now be collected and directed to the City’s stormwater management system
and the oversized easement is no longer necessary.
Mayor Droste opened the public hearing at 7:26.

NEW BUSINESS
9.a. Rosemount Condominium Garages Conditional Use Permit, PUD Master Development
Plan with Rezoning, Simple Plat (Combined Preliminary and Final Plat), and Site Plan
Review (Final Development Plan)
Senior Planner Klatt provided an overview and noted this item is the same property that was
discussed earlier; item 7.a. The applicant from Equitably Acquired Properties, Inc proposes to
construct a three-building condominium garage facility on a portion of an existing outlot within the
JJT Business Park.
Councilmember Freske questioned whether a fence and additional security are required and
necessary. The developer and owner of the site was present and addressed council’s questions. He
noted that a fence is utilized more so the public cannot see into the property versus utilized for
security purposes. Based on the history of the owner’s other sites throughout the metro, there have
not been issues of break-ins. Individuals who utilize a garage typically have their own security. He
indicated that the timeline for construction will start with the most northern phase and depending
upon sales, construction will move from north to south.

Business Park Planned Unit Development, BP-PUD

Motion to adopt a resolution approving a PUD Master Development Plan and Final
Site and Building Plan for a condominium garage facility on Lot 1, Block 1 of the
Rosemount Car Club subdivision subject to conditions

Motion to adopt a resolution approving a simple plat of the Rosemount Car Club,
subject to conditions

Motion by Weisensel Second by Block
Motion to approve the Subdivision Development Agreement for the Rosemount
Car Club and Authorize the Mayor and City Clerk to enter into this Agreement.
Ayes: Freske, Weisensel, Block, Droste, Essler
Nays: None. Motion carried.
9.b. 2040 Comprehensive Plan – Final Plan Adoption
Senior Planner Klatt provided an overview of the final version of the 2040 Rosemount
Comprehensive Plan Update and to adopt a resolution approving the update and putting the plan
into effect.
The 2040 Rosemount Comprehensive Plan is available online for public viewing.
Council directed staff to visually break down the plan and communicate the plan to the public.
The land use map is color coded and available for residents to review to see what future
development may occur throughout Rosemount.

Motion to approve Resolution Adopting the 2040 City of Rosemount
Comprehensive Plan Update, including the Comprehensive Sewer Plan and
Mississippi River Corridor Critical Area Plan.

10.a. Staff Updates
City Administrator Martin highlighted; the City’s Emergency plan and a request for all to follow the
Department of Health guidelines regarding COVID-19.

10.b. Upcoming Community Calendar
Mayor Droste reviewed the calendar of events and upcoming meetings noting all meetings are
cancelled until the next regular council meeting on April 7.
ADJOURNMENT TO WORK SESSION
There being no further business to come before the City Council at the regular council meeting and
upon a motion by Droste and second by Weisensel the meeting was adjourned to the council work
session at 8:06 p.m.
