ATTACHMENTS: None APPROVED BY: LJM RECOMMENDED ACTION: Discussion and direction regarding the installation of ribbon curb in Deepwoods Court BACKGROUND In the Spring of 2019, staff received a request from residents living on Deepwoods Court that the City of Rosemount address the condition of their road. As a result, City Council directed staff to move the project forward to construction in 2020. During the design process, the residents requested that curbing be considered. This was included as an alternate item to the bid. DISCUSSION Bids were opened on March 24, 2020 and staff recommends that the low bid be accepted, and a contract be awarded to Bidder B. There is one remaining item to be resolved, which is the neighborhood’s request to have curbing installed. Should the Council direct that curbing be included in the contract this will change the contract award to Bidder A because they were the low bid for both street and curb. It’s important to note, however, there would be an increase in the city’s cost share for the project should Bidder A receive the contract. The table below shows the engineer’s estimate along with the two lowest bids on the project. The table shows that the initial estimate of city cost was $184,640.30 which is a combination of 65% of the street and 100% of the storm costs. Bidder B bid would have a city cost share of $182,112.74 which is $2,527.56 below the estimated cost. Based on conversations with the neighborhood, the property owners are willing to pay for 35% of the cost of installing the curb and are requesting that the city pay for the additional 65%. However, per city assessment policy any new improvements are assessed at a cost of 100%. In either case, if the curb is installed the city cost share would be an increase of at least $16,944.36, which would be all Storm Water Fund. Should the city cover the 65% as requested by the neighborhood the city’s cost would increase $44,120,40 above Bidder B. That cost is a combination of $16,944.36 from the Storm Water Fund and $27,175.04 street funding. 2 Through the life cycle of Deepwoods Court, minimal maintenance has been performed. However, the maintenance that was performed was in line with maintenance that was typically performed on city streets in the past. Staff has been working to improve the routine maintenance in order to extend the life of all city streets. Finally, the staff has done some evaluation of potential maintenance savings that a curb would provide. Based on that review, it is estimated that the best-case scenario is a 12+ year pay back on the additional costs for curb installation should the city agree to share the cost for curb installation. RECOMMENDATION Staff requests Council direction on curb installation for the Deepwoods Court Improvement Project, City Project 2020-03.
