ATTACHMENTS: Resolution; Property Owner E-mail; Bid Tabulation Summary; Location Map APPROVED BY: LJM RECOMMENDED ACTION: Adopt a Resolution Accepting Bids and Awarding a Contract for the Deepwoods Court Improvement Project, City Project 2020-03 BACKGROUND In the Spring of 2019, staff received a request from residents living on Deepwoods Court that the condition of their road be addressed. Deepwoods Court is listed in the 2019 - 2028 Capital Improvement Plan for rehabilitation in 2022. As the pavement condition rapidly deteriorated during the 2018/2019 winter, staff discussed possible repair and maintenance options with the City Council and was directed to move the project forward to construction in 2020. On December 5, 2019, city staff hosted an open house for the residents of Deepwoods Court. The residents expressed concerns about the road condition, drainage and a desire for curb and gutter installation. On December 17, 2019, the Rosemount City Council received the Feasibility Report and called for the Public Improvement Hearing. The hearing was held, and City Council ordered the improvements on January 21, 2020, which is a necessary step under the Minnesota Statute Chapter 429. Bids were opened on March 24, 2020 and there were 5 bidders. DISCUSSION As this project has progressed forward, staff and the property owners have discussed the potential for adding ‘ribbon’ curb to the project. On April 16, 2020 during a City Council Special Work Session, the possibility of adding this curb was further discussed. Ultimately, the Council directed staff to have one final discussion regarding the curb and expressed a willingness to add the curb, but only if the property owners were willing to pay for the total cost of this installation. On April 17, 2020 an e-mail was received from the property owners stating their willingness to pay for the full cost of curbing. As a result, staff is recommending a contract be awarded to McNamara Construction, Inc. in the amount of $248, 666.67 for the Base Bid and Additive Alternate 1 (ribbon curb). The Base Bid will reclaim the existing pavement and repave with four inches of asphalt to provide a new pavement surface as well as performing minor stormwater improvements to include culvert replacement and ditch grading of areas 2 that have filled in over time. Alternate 1 will install ‘ribbon’ curb on the full corridor. The five bids received for the project ranged from a low of $248,666.67 to a high of $301,403.00 and are shown in the table below. The engineer’s estimate of probable cost is also shown. COSTS & FUNDING The following table shows the Total Project Cost and Total Project Funding for completing the work on Deepwoods Court. An assessment hearing will be scheduled at a future date. RECOMMENDATION Staff recommends Council adopt the attached resolution receiving bids and awarding a contract for the Deepwoods Court Improvement Project, City Project 2020-03. All bids on construction of Deepwoods Court Improvement Project, City Project 2020-03, are hereby received and tabulated. 2. Based on the combination of Base Bid and Additive Alternate 1, the bid of McNamara Contracting, Inc. in the amount of $248,666.67 for the construction of said improvements is in accordance with the plans and specifications and advertisement for bids, and is the lowest responsible bid and shall be and hereby is accepted. 3. The Mayor and Clerk are hereby authorized and directed to enter into a contract with said bidder for the construction of said improvements for and on behalf of the City of Rosemount. 4. The City Clerk is hereby authorized and directed to return forthwith to all bidders the deposits made with their bids, except that the deposit of the successful bidder and the next two lowest bidders shall be retained until a contract has been executed.
