REGULAR MEETING PROCEEDINGS
APRIL 7, 2020
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held
on Tuesday, April 7, 2020, at 7:00 p.m. virtually via Zoom.
Mayor Droste called the meeting to order with Council Members Block, Essler, and Freske
attending.
Staff present included the following;
- City Administrator Martin
- City Clerk Fasbender
Mayor Droste addressed all in response to the COVID-19 pandemic, and in order to practice social
distancing, all city council meetings will be held virtually until further notice. We will be using a
platform called Zoom. This platform is free for the public and can be accessed via a computer,
laptop, tablet or a phone. Mayor Droste informed all how to watch and participate in meetings and
noted these instructions can be found on the city website.
The Pledge of Allegiance was recited.
APPROVAL OF AGENDA
Motion by Weisensel Second by Freske
Motion to Adopt the Agenda as presented.
Ayes: 5.
Nays: None. Motion carried.

Nays: None. Motion carried.
6.e. Commissioner Appointments
Councilmember Freske pulled this item to acknowledge the interviews that took place in March for
residents who were interested in serving on a Rosemount Commission. Councilmembers expressed
gratitude in everyone’s interest in serving on a commission as there were several applicants.
Motion by Freske Second by Weisensel
Motion to fill Commission vacancies with the following appointments:
• Andrea Schaap for a 3-year term on the Parks and Recreation Commission;
• James Bonkoski for a 3-year term on the Parks and Recreation Commission;
• John DeBettignies for a 3-year term on the Parks and Recreation Commission;
• Chris Hondl for a 2-year term on the Utilities Commission;
• Scott Zuehlke for a 3-year term on the Utilities Commission;
• Vanessa Demuth reappoint for a 3-year term on the Utilities Commission;
• Brent Marlow for a 3-year term on the Planning Commission;
• Melissa Kenninger reappoint for a 3-year term on the Planning Commission;
• Kim Ciresi for a 3-year term Environmental & Sustainable Commission
• Kristen Andrews for a 3-year term Environmental & Sustainable Commission
Ayes: Block, Droste, Essler, Freske, Weisensel
Nays: None. Motion carried.
6.g. Youth Commission Appointments
Councilmember Weisensel pulled this item to acknowledge the newly appointed commissioners.
Councilmembers expressed gratitude for the continued interest in serving on the youth commission.

Motion to Appoint the Following Individuals to the Youth Commission:

10.a. Staff Updates
City Administrator Martin highlighted; the latest of city operations regarding COVID-19.
10.b. Upcoming Community Calendar
Mayor Droste reviewed the calendar of events and upcoming meetings noting all meetings are held
virtually. The next regular council meeting is April 21 via Zoom.
ADJOURNMENT
There being no further business to come before the City Council at the regular council meeting and
upon a motion by Droste and second by Freske the meeting was adjourned at 7:20 p.m.
