BACKGROUND
The Parks and Recreation Department has a few projects that staff would like to discuss with the City
Council. The projects are all listed in either the City’s CIP Budget or the City Council Goal and Initiatives
document. Listed below are the projects and a summary.
Flint Hills Athletic Complex Trail Head/Restrooms/Concessions Building – This would be a joint
trailhead facility with Dakota County and would also serve as restrooms/concessions building for people
visiting the park. The building would have bathrooms that are open daily, house a public wi-fi system and
would host site security systems. Staff would expect the design to take place in 2020 and the construction
to happen in 2021/22. The anticipated City contribution to the project is $600,000.
Flint Hills Athletic Field Lighting (1 Field) – It has been discussed that the City should consider
adding lights to the Flint Hills Athletic Complex prior the residential development taking place near the
park. The City has funds in the parks dedication account that can be used for the project. Staff would
expect the design to take place in the summer of 2020 and the construction to happen in the fall of 2020
or spring of 2021. The anticipated cost of the project is $225,000.
UMore Ballfields Phase 2 – The City of Rosemount built phase one of the UMore Ballfields in 2012.
The first phase included an irrigation well, two fields, parking lot and landscaping. The second phase of
the project would include two youth softball/baseball fields, parking lot, landscaping, scoreboards, and
field lighting for all four fields (two new and two existing). The design services are included in the 2020
CIP budget and the construction is in the 2021 budget. Staff anticipates the design services to cost $70,000
and construction cost to be approximately $1,750,000.
Recreation Center – Staff continues to work on the recreation center project including development of a
site plan, partnership development and financing. Staff would like provide an update to the City Council
and answer any questions you might have about the project.
