HomeMy WebLinkAbout20200416 Special Work Session ProceedingsROSEMOUNT CITY COUNCIL SPECIAL WORK SESSION PROCEEDINGS APRIL 16, 2020 CALL TO ORDER Pursuant to due call and notice thereof a special work session of the Rosemount City Council was held on Thursday, April 16, at 6:30 pm virtually via Zoom. Mayor Droste called the meeting to order with Councilmember Block, Essler and Freske. Staff present included City Administrator Martin, Public Works Director/City Engineer Erickson, Assistant City Engineer Smith, Chief of Police Dahlstrom, Community Development Director Lindquist and Park & Rec Director Schultz. DISCUSSION 2. a. Deepwoods Court Improvement Project, City Project 2020-03: Curb Discussion City Administrator Martin provided an introduction of the project, mentioning the residents of the area were made aware of the item and may be present on the call. Mr. Martin also noted no action would be taken tonight as this is item is for discussion only. Public Works Director/City Engineer Brian Erickson provided a recap of the numbers noted in the council packet and discussed in detail the numbers and process should the curb be added to the project. Mr. Erickson also discussed how the project would be funded and the differences between Bidder A and B. Staff recommends Bidder B for the project as there is no need for ribbon curb. Mr. Erickson noted there are other rural sections within Rosemount that may request this add-on curb in future projects as this currently is not city policy to add curb. Councilmembers are in favor of Bidder A, should the residents pay 100% assessments as there will be a return on investment due to lower maintenance costs for ribbon curb. Staff will reach out to the residents tomorrow to convey the message received from councilmembers and then staff will determine the date this item will be brought forth to council for action. 2.b. COVID Budget Impacts Chief of Police Dahlstrom provided an update on the recent COVID-19 updates. Councilmembers discussed upcoming events and the potential phases and opportunities going forward; i.e. Leprechaun Days, Food Truck Festival, movie in the park. City Administrator Martin provided an overview of the budget impact; discussed revenue and expenditure reductions. Council provided direction to staff to provide a two-month rebate to liquor, tobacco and massage therapy license holders. Ultimately, staff has estimated $252,150 in revenue shortfalls, offset by a potential $333,880 in expenditure cuts UPDATES Community Development Director Lindquist noted staff is in connection with developers to get a better understanding of developers’ projections. ROSEMOUNT CITY COUNCIL SPECIAL WORK SESSION PROCEEDINGS APRIL 16, 2020 Councilmember Freske suggested Zoom virtual chats to take place since “Coffee with Council” has been on hold. Councilmembers agreed this would be a good option and City Administrator Martin will find a possible date. Councilmember Essler asked the status of conversations that have taken place regarding the Rec Center and commented on the recent planning commission meeting and questioned the next steps regarding the potential brewery. Community Development Director Lindquist commented that additional conversations are taking place with the applicant and nearby residents of the site. Councilmember Block asked if the city has paid for marketing at Hope Fieldhouse and Park & Rec Director Schultz discussed the status of payment and noted there are continuing conversations taking place. ADJOURNMENT There being no further business to come before the City Council and upon a motion by Droste, second by Essler, the meeting was unanimously adjourned at 9:30 pm.
