Minutes of the May 5 2020 Work Session ProceedingsROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS MAY 5, 2020 CALL TO ORDER Pursuant to due call and notice thereof a work session of the Rosemount City Council was held on Tuesday, May 5, at 5:00 pm virtually via Zoom. Mayor Droste called the meeting to order with Councilmember Block, Essler and Freske. Staff present included City Administrator Martin, Public Works Director/City Engineer Erickson, Chief of Police Dahlstrom, Community Development Director Lindquist and Park & Rec Director Schultz. DISCUSSION 2. a. Future Parks & Recreation Amenities Director of Parks & Recreation Schultz provided an update on several projects that are in our CIP and/or Council Goals and is requesting direction for the projects going forward during this time. Flint Hills Athletic Complex Trail Head/Restrooms/Concessions Building – staff anticipates design to start in 2020 as there may be grant money available for this and this would be a joint trailhead facility with Dakota County. Grant potential could be up about $400,000 which would decrease the approximate city contribution which is $600,000. All councilmembers were in favor of this project and moving forward. Councilmember Weisensel suggested prioritizing the projects in case cuts need to be made. Flint Hills Athletic Field Lighting (1 Field) – did not get into CIP budget, but was included in Council goals. Mr. Schultz suggests taking funds from the park dedication account to fund this project. Mayor Droste suggested looking into lighting companies for some sort of a donation, grant or rebate. Councilmembers were in support of this project and believed the lighting would be a good investment. Councilmember Weisensel suggested marketing this project with the solar contracts that the city has. The project ideally would be ready for Fall 2020. UMore Ballfields Phase 2 - The second phase of the project would include two youth softball/baseball fields, parking lot, landscaping, scoreboards, and field lighting for all four fields. Mr. Schultz noted youth softball and baseball are the biggest users of fields. Council discussed communicating with RAAA (Rosemount Area Athletic Association) and other leagues to ensure the proposed fields are suiting the needs and prioritize towards their needs. Recreation Center – City Administrator Martin provided an overview on the latest developments regarding the recreation center. Mr. Martin noted the project will be on hold for a month or two due to COVID-19. Also discussed was the future Public Works/Police Department building and how some of the money the city has set aside will go towards the potential land acquisition for this building. Staff will update the master project spreadsheet to reflect the latest numbers and present to council at a later meeting. The Council directed staff to pursue design quotes and continue progressing with each project for further consideration. ROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS MAY 5, 2020 2.b. b. Economic Development Updates Community Development Director Lindquist discussed the area to the east of Highway 3 near Canada Circle. The area is of interest to an industrial user. The developer is concerned about long term cost of the project – currently the cul-de-sac is not as long as needed for the user and is requesting for the road addition to go further south and connect at Canada Circle. Lindquist suggests looking into this as an Economic Development TIF District. This user would highlight this area for future development. Councilmembers are in favor of moving forward with the roadway addition should the user move forward. Ms. Lindquist briefed council on the Autumn Path roadway project and question whether to move forward or not. Ms. Lindquist noted the developer never closed on the project, however the city recorded the easements. Lennar is unable to do a 7th addition without Autumn Path. Council also discussed Birchwood Avenue and the continued traffic concern and suggested this item be discussed at a future meeting. Councilmembers were in agreeance to move forward with the Autumn Path project. Third update Ms. Lindquist noted there is a potential user for the UMore Property. A meeting with the user and Board of Regents will be held on Thursday. The user would go before the Board of Regents in June for approval should all go well. UPDATES Councilmember Essler questioned if there was ever discussion about a sidewalk from Connemara Trail to the south of the cemetery along Highway 3. Mayor Droste recalls the trail being placed in that area further back to avoid being to close to the highway. Councilmember Weisensel mentioned the heavily attended mini donut truck at Ace Hardware parking lot this past weekend. Councilmember Block thanked building department for the assistance with a permit and thanked local businesses for their support throughout the community during COVID-19. Councilmember Freske informed council of the Leprechaun Days meeting on Monday 18th and also asked the status of the planning commission on May 12th. Mayor Droste questioned the opening of tennis courts and playgrounds. After discussion, staff took the direction to place informative signs up in these areas along with allowing them to be back open. ADJOURNMENT TO REGULAR COUNCIL MEETING Upon a motion by Droste, second by Essler, the meeting was unanimously adjourned at 6:58 pm to the regular council meeting. CALL BACK TO ORDER Mayor Droste called the meeting back to order at 8:03 pm with Councilmember Block, Essler and Freske. Staff present included City Administrator Martin and Park & Rec Director Schultz. ROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS MAY 5, 2020 Councilmembers discussed upcoming city events; Leprechaun Days, Fireworks and Food Truck Festival. After discussion council suggested should Leprechaun Days not take place at its scheduled time, to do fireworks in September. Additional conversation will take place once the Leprechaun Days committee makes a final determination. ADJOURNMENT There being no further business to come before the City Council and upon a motion by Droste, second by Essler, the meeting was unanimously adjourned at 8:51 pm.
