REGULAR MEETING PROCEEDINGS
MAY 5, 2020
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held
on Tuesday, May 5, 2020, at 7:00 p.m. virtually via Zoom.
Mayor Droste called the meeting to order with Council Members Block, Essler, Weisensel and
Freske attending.
Staff present included the following;
- City Administrator Martin
- City Clerk Fasbender
- City Planner Nemcek
- Community Development Director Lindquist
The Pledge of Allegiance was recited.
APPROVAL OF AGENDA
Motion by Weisensel Second by Freske
Motion to Adopt the Agenda as presented.
Ayes: Weisensel, Block, Droste, Essler, Freske
Nays: None. Motion carried.
PRESENTATIONS, PROCLAMATIONS, & ACKNOWLEDGMENTS
3.a. Public Service Recognition Week
City Administrator highlighted a proclamation naming May 3-9, 2020 Public Service Recognition
Week.

Ayes: Block, Droste, Essler, Freske, Weisensel
Nays: None. Motion carried.
City Administrator noted item 6.e. Utility Commission Ordinance – First Reading, will be presented
at the next Utility Commission meeting. Once Utility Commission has approved the ordinance, the
ordinance will go to council for approval.
NEW BUSINESS
9.a. Request by Builder Jones for Approval of a Planned Unit Development Master
Development Plan with Rezoning and Preliminary and Final Plat at 2316, 2318, 2322 Bonaire
Path
City Planner Nemcek provided an overview of the request Builder Jones to develop 25 residential
lots on property south of Bonaire Path approximately one-half mile east of Highway 3.
The developer was in attendance and briefed council on the plans and timeline of the project.
Councilmembers had questions and concern regarding traffic in the area i.e. Birchwood Ave and
Highway 3/ Bonaire Path. Councilmember suggested the traffic concern be investigated further by
staff and discussed at a future work session.
Motion by Weisensel Second by Essler
Motion to adopt a Resolution approving the Preliminary and Final Plats for Doolin
Heights, subject to conditions.
Ayes: Droste, Essler, Weisensel, Block
Nays: Freske. Motion carried.
Motion by Block Second by Weisensel
Motion to adopt an Ordinance amending Ordinance B City of Rosemount Zoning
Ordinance for Doolin Heights from R1 to R1 PUD-Low Density Residential Planned
Unit Development.
Ayes: Essler, Freske, Weisensel, Block, Droste
Nays: None. Motion carried.
Motion by Essler Second by Block
Motion to adopt a Resolution approving the Planned Unit Development Master
Development Plan, subject to conditions.
Ayes: Essler, Weisensel, Block, Droste
Nays: Freske. Motion carried.

Agreement for Doolin Heights and Authorize the Mayor and City Clerk to Enter into
the Agreement

Nays: Freske. Motion carried.
ANNOUNCEMENTS
10.a. Staff Updates
City Administrator Martin highlighted; COVID-19 latest updates and noted staff has final interviews
for the communication coordinator position this week.
10.b. Upcoming Community Calendar
Mayor Droste reviewed the calendar of events and upcoming meetings noting all meetings are held
virtually.
ADJOURNMENT
There being no further business to come before the City Council at the regular council meeting and
upon a motion by Droste the meeting was adjourned at 7:57 p.m. back to the council work session.
