REGULAR MEETING MINUTES
September 17, 2019
CALL TO ORDER
Pursuant to due call and notice thereof the meeting of the Environmental & Sustainability Task
Force (Task Force) of the City of Rosemount was called to order on September 17, 2019
at 5:30 p.m. in the Conference Room of City Hall, 2875 145th St West, Rosemount.
Attendees included Task Force Members: John Smith (vice-chair), Katie Koch-Laveen,, Karen
Malkowski, Nathan Marks, Vanessa Demuth, and Victoria Schlautman. Renee Burman (chair)
arrived late.
Staff present included the following;
- Public Works Director Brian Erickson, Anthony Nemcek, Derick Anderson, and Jane
Byron
ADDITIONS OR CORRECTIONS TO AGENDA
None
APPROVAL OF MINUTES
Motion by John Smith, Second by Vanessa Demuth
Motion to approve the minutes of the July 16, 2019 and August 20, 2019 Environmental &
Sustainability Task Force meeting.
Ayes: 6
Nays: 0. Motion carried.
PRESENTATIONS
Minnesota Green Step Cities Program – Phillip Muessig with the MN Pollution Control Agency
Phillip gave an overview of the Green Step Cities program. Rosemount is currently at Step 2 out of
five steps and recently applied for Step 3. Additional work is required to get recognized for Step 3.
Phillip suggested having PUD applicants build more energy efficient building. The REST will write
a recommendation for PUDs.
OLD BUSINESS
Energy Action Plan
Katie and Karen gave an update of the most recent PIE call. There will be an upcoming
energy efficiency presentation for residents during the day at the Steeple Center.
Task Force Membership
Ed Nelson resigned as his job prevented him from attending REST meetings.
Solid Waste Facility Tour
Renee arranged for a tour for the REST at the Republic Services recycling facility on 117th

Street in Inver Grove Heights for the next REST meeting on October 15th. Carpooling is
encouraged and staff is invited.
NEW BUSINESS
New business was tabled for future meetings.
