Motion to recommend the City Council approve the Final Plat for Doolin Heights, subject to the following conditions: a. Execution of a subdivision agreement. b. Conformance with all the requirements of the City Engineer as detailed in the attached memorandum dated April 14, 2020. c. Payment of $85,000 as cash-in-lieu of park dedication. SUMMARY The City Council approved a preliminary and final plat, rezoning to R-1 PUD, and PUD Master Development Plan for the Doolin Heights low density residential project on May 5, 2020. Since that time, the applicant has indicated that they would prefer to remove the northwestern lot, 2318 Bonaire Path from the final plat. That parcel was included in the preliminary and final plat but was platted as part of Outlot D. The removal of the lot from final plat does not alter the approval as no development activity was planned for that parcel in the first phase. The ordinance requires Planning Commission and City Council approval of final plats. The new plat, with 2318 Bonaire Path removed, continues to be in compliance with the preliminary plat and therefore staff recommends approval of the request. Staff just received this request the day before the planning packet is compiled. For that reason, there was not time to modify the City Engineers memo, should that be necessary. It is anticipated that the memo would be revised for Council action and that final plat approval, along with a revised subdivision agreement will reflect the new plat configuration. There are no other issues associated with the request. CONCLUSION AND RECOMMENDATION Staff is recommending approval of this request based on the information submitted by the applicant and previous Council action.
