REGULAR MEETING PROCEEDINGS
May 19, 2020
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Rosemount Port Authority was held
on May 19, 2020, at 6:00 p.m. virtually via Zoom.
Chair Weisensel called the meeting to order with Commissioners Droste, Freske, Wolf, Essler,
Block, Ober in attendance. Staff present included Executive Director Martin, Deputy Director
Lindquist, Economic Development Coordinator Van Oss and City Clerk Fasbender.
The Pledge of Allegiance was recited.
ADDITIONS OR CORRECTIONS TO AGENDA
Deputy Director Lindquist stated there were no changes to the agenda.
Motion by Weisensel Second by Freske
Motion to Adopt the Agenda.
Ayes: Droste, Block, Ober, Weisensel, Essler, Freske, Wolf
Nays: 0. Motion carried.

OLD BUSINESS
4.a. Project Updates
Economic Development Coordinator Van Oss discussed the status of current projects. Projects
included the Morrison Project (groundbreaking on June 11th) and the Davis Medical Office Building
off Carrousel Way (groundbreaking on May 22nd). The Schmitz brewery was approved by the
Planning Commission and will be going to the City Council on June 2. The owner of the MGM
retail space is in negotiations with a potential tenant.
The Israelson Property was also discussed and Phase I may include a hotel and an apartment
complex. The proposal is scheduled to go to Planning Commission May 26th.
NEW BUSINESS
5.a. COVID Update
Economic Development Coordinator Van Oss discussed the City’s continued efforts during
COVID-19 to assist businesses during this time. A survey was sent out to all Rosemount restaurants.
Most establishments that are open indicated they are operating at greater than 50% capacity.
Restaurant BINGO took place over the month of April. Participation was strong and the initiative

had over 6,000 direct engagements on social media. Coordinator Van Oss discussed the partial
reopening that may take place in June and the ways the city can assist businesses.
CHAIRPERSON’S REPORT
Chair Weisensel wished for all to stay safe.
DIRECTOR’S REPORT
Executive Director Martin noted the 2-month refunds that were issued to several license holders;
liquor, massage therapy, and tobacco due to many of the establishments being unable to open. Port
Authority suggested adding an additional month of refund.
Economic Development Coordinator Van Oss highlighted the updated Port Authority website that
will soon go live.

ADJOURNMENT
There being no further business to come before the Port Authority and upon a motion by Weisensel
second by Essler the meeting was unanimously adjourned at 6:46 p.m.
