ATTACHMENTS: Israelson Proposal, SPAAR Housing Report, SPAAR Market Report, Cerron Marketing Materials APPROVED BY: KJL RECOMMENDED ACTION: Information Item ISSUE Previous discussions with the Council and Port Authority indicated a desire for more information regarding completion of workplan activities. The following highlights some of the project and economic development activities since the last Port Authority meeting. Commercial Contacts: The Morrison: Work has begun on the Morrison redevelopment project. A groundbreaking was held on June 11th. Medi-CAR: Medi-Car has announced they will be closing. Due to a combination of factors, remaining open at their current location was not feasible. Debi McConnell has been a business owner in the City for 11 years and was an active member in supporting local businesses. She posted this to her Medi-CAR Facebook page: *** A Message from Debi *** It is with great sadness that I am announcing the closure of Medi-CAR Auto Repair. My decision was made due to a number of factors. As many of you know, my building is part of a redevelopment plan (that I believe is good for Rosemount). While my building is in phase 2 of the project and my new landlord gracefully offered me more time, operating a business in the middle of a major construction project would have been challenging. In addition, I struggled with the concept of buying or building a shop due to my concerns about the economy and the fact that I cannot be as involved in the business as I want and need to be. My sisters and I are taking my mother out of her nursing home and taking care of her in a house I just purchased in Bloomington. 2 I have been grateful to my wonderful customers and the community I have operating in the last 11 years. 2020 has been very difficult for small businesses and since the COVID crisis, I've been working with a skeleton crew who will continue to service customer cars for the next couple weeks. Debi McConnell, Owner Medi-CAR Auto Repair Carousel Way: A groundbreaking occurred on May 22nd and was attended by Mayor Droste. The main tenant will be the of Lorenz Family Clinic of Psychiatry. Brewery: The North 20 Brewing proposal was approved by the City Council on June 2. The applicant and owner indicated they would like to start construction in Spring 2021. Multi-tenant Retail: Noodles indicated they are preparing to start operations on July 15th. A ribbon cutting is scheduled for July 15th at 10:30am. Rudy’s: Rudy’s Redeye Grill will be going through a rebranding and interior renovation during the summer. It will be renamed The Clover, which will be a more casual dining experience. They are planning a post-Labor Day opening. Israelson property: Mr. Israelsons application is on the agenda for the June 23rd Planning Commission meeting. The application is a combination of residential, memory care, and hotel. Merchants Bank site: No new information at this time. Akron Ave: Staff is working to set up a meeting regarding the indoor recreation center. MGM retail space: A Letter of Intent has been signed for the space and a lease is expected this week. CDA vacant property off Akron Avenue: No update at this time. Car Condos: They are updating their timeline for permit application and construction post COVID-19. No new information at this time. UMore Residential: The purchase agreement between Maplewood Development and the University is scheduled for the Regents meeting on the 11th and 12th. Staff has reached out to the Maplewood Development and hopes to set up a preliminary meeting soon. INDUSTRIAL UMore Industrial site: Nothing new to report. Biscayne Business Park/ Cerron Commercial Properties: Cerron has listed two new sites on Canada Circle and County Road 46. See attached for new marketing materials. 3 Rosemount Business Park: Staff continues to discuss the project with the consultant. They continue to work on site and transportation issues and are also waiting for further direction from the client. Commercial Visioning Request for Proposal (RFP): Staff distributed the RFP for the commercial site visioning. Please see attached maps for the site breakdown. The RFP was sent to 24 firms with an office in Minneapolis, although many are national or regional firms. Staff has been in communication with a number of these firms and there is a high level of interest in the project. Proposals are due on June 26th at 4:00pm. Interviews with firms, if necessary, will be conducted the week of July 13th and staff expects to award a contract the week on August 3rd. Website: Staff launched a revised website for Rosemount’s Economic Development. The standalone website is linked to the current City website, using the Economic Development tab at the top of the home page. Links in the new website continue to send viewers to information within the current website. The new site is hosted on ArcGIS Hub and utilizes their data visual platform. Much of the information is from ESRI and will permit automatic updating when they receive new demographic information. The existing site is still functioning, but users are directly to the news site via the Economic Development tab on the City’s main page. SPAAR: The Saint Paul Area Association of Realtors (SPAAR) released two May reports regarding the housing supply and market indicators. Main takeaways include that buyers have been quicker to return to the housing market in force than sellers. Demand for housing remains high and housing supply remains low, which indicates real estate active is likely to improve as throughout the summer. For the 12-month period spanning June 2019 through May 2020, Pending Sales in the Twin Cities area were up 1.2 percent overall. The price range with the largest gain in sales was the $350,001 to $500,000 range, where they increased 14.9 percent.The overall Median Sales Price was up 5.6 percent to $285,000. The property type with the largest price gain was the Single-Family segment, where prices increased 6.7 percent to $309,543. The price range that tended to sell the quickest was the $190,001 to $250,000 range at 33 days; the price range that tended to sell the slowest was the $1,000,001 and Above range at 148 days.Market-wide, inventory levels were down 20.3 percent. The property type that lost the least inventory was the Condo segment, where it decreased 1.7 percent. According to Freddie Mac, mortgage rates have been below 3.3 percent for more than four weeks and are hovering near all-time lows, spurring strong interest by buyers and lifting showing activity up 4% nationally versus a year ago in the final week of May.New Listings in the Twin Cities region decreased 24.1 percent to 7,199. Pending Sales were down 13.9 percent to 5,828. Inventory levels fell 20.3 percent to 9,744 units. Prices continued to gain traction. The Median Sales Price increased 3.5 percent to $294,900. Days on Market was down 8.9 percent to 41 days. Sellers were encouraged as Months Supply of Homes for Sale was down 20.0 percent to 2.0 months.Buyers have been quicker to return to the housing market in force than sellers, who have been showing a bit more reluctance to list their homes than is typical for this time of year.
