WORK SESSION PROCEEDINGS
June 2, 2020
CALL TO ORDER
Pursuant to due call and notice thereof a work session of the Rosemount City Council was held
on Tuesday, June, at 5:00 pm at Rosemount City Hall, Council Chambers, 2874 145th Street West
Mayor Droste called the meeting to order with Councilmember Weisensel,Block, Essler and Freske.
Staff present include City Administrator Martin, Public Works Director/City Engineer Erickson,
Chief of Police Dahlstrom.
Guest present:
• Jessie Kolar, Minnesota Department of Health Engineer
• Kim Larsen Minnesota Department of Health Regional Supervisor in the MDH’s Drinking
Water Section
• Utility Commissioners; Vanessa Demuth, Mike Cahn, Michele Rome
DISCUSSION
2. a. Consumer Confidence Report
Director of Public Works Erickson provided an overview of staff’s requirement to submit a
Consumer Confidence Report (CCR) annually to the Minnesota Department of Health (MDH).
This report shows the results of required testing for the public water source in the city. Mr.
Erickson noted the most recent testing completed found that there were some wells that had an
occurrence of manganese (Mn).
Since the notice from the MDH, Public Works has suspended pumping from the wells that tested
above the comparison value to ensure the safety of Rosemount’s drinking water. Staff, Council and
the Minnesota Department of Health discussed the options on how to publish these findings to the
public along with ways to address the concern long term.
Councilmembers also discussed the benefit of a Water Treatment Plant and the impact a plan would
have on these concerns. Councilmembers were in agreeance to request a feasibility study to be
completed for a potential Water Treatment Plant.
Utility Commissioner Demuth informed council of the private well testing that Dakota County
completes and discussed ways to offer this testing to Rosemount residents as this report does not
cover properties that are served by private wells, which Rosemount currently has 506 private well
owners.
Staff will move forward with completing a press release on this concern, noting that steps are being
taken to pursue a Water Treatment Plant.

3.a. COVID-19 and Public Safety Updates
Chief Dahlstrom & Administrator Martin gave update on the latest events regarding COVID-19 and
the George Floyd Protests.

ADJOURNMENT
There being no further business to come before the City Council and upon a motion by Droste,
second by Essler, the meeting was unanimously adjourned at 6:47 pm.
