ATTACHMENTS: Location Map and Development Plans APPROVED BY: dls RECOMMENDED ACTION: Motion to have the park dedication requirements for the Rosewood Commons Development met through a cash in lieu of land payment in the amount of $392,461. ISSUE The City received a request for a Comprehensive Plan Amendment, Rezoning, Planned Unit Development, and Simple Plat concerning a multi -faceted project proposed in the near Business Parkway and 145`' Street (County Highway 42) intersection. The proposed project includes the construction of a 79-unit hotel, memory care facility, and a senior living/mixed use commercial development area. The Parks and Recreation Department staff has the following recommendations about this development: Parks Dedication The Parks Master Plan does not call for a public park in the location of this development. Staff is recommending that the City collect cash in -lieu of land for the Rosewood Commons development. The parks dedication requirement for a commercial development is either a 10% of the total parcel, a cash dedication or combination of the two. Staff is recommending that a cash dedication be collected in the amount of $7,461.00 (10% of .829 acres x $ 90,000 per acre). The parks dedication requirement for high density residential development is either a land dedication, a cash dedication or a combination of the two. For the 154 high density residential units in the development, staff is recommending that a cash dedication be collected in the amount of $385,000 ($2,500 per unit x 154 units). The development area already has a sidewalk on both sides of Business Parkway north of County Road 42. This will allow the public to easily access the site for future visits. Staff is recommending that the Parks and Recreation Commission support having the parks dedication requirements being met by a cash dedication collection of $392,461 for the Rosewood Commons project.
