SPECIAL MEETING PROCEEDINGS
MAY 28, 2020
CALL TO ORDER
Pursuant to due call and notice thereof a special meeting of the Rosemount City Council was held
on Thursday, May 28, at 5:00 pm via Zoom.
Mayor Droste called the meeting to order with Councilmember Block, Essler and Freske. Staff
present included City Administrator Martin, Community Development Director Lindquist,
Economic Coordinator Van Oss and City Attorney Tietjen.
APPROVAL OF AGENDA
City Administrator Martin noted an additional item will be added after the New Business item
regarding the current events.
NEW BUSINESS
3.a. Resolution Authorizing the Granting of Regulatory Flexibility to Local Businesses
Community Development Director Lindquist provided an update on Governor Walz’s latest order
allowing restaurants to open to outdoor patrons beginning June 1, 2020. In order to provide
flexibility to local restaurants operating under the Governors orders to address COVID 19, staff
recommends approving a resolution that allows staff to review the business’s request and
administratively approve the outdoor patio expansion until October 31st.
To date, staff has received 5 plans from restaurants requesting outdoor patio space beginning June 1.
The approved expansion areas would be permitted until November 30, 2020.
Councilmembers all approved of the resolution but requested to include details about allowing
businesses to appeal to the city council should their plan not be approved.
Motion by Block Second by Freske
Motion to Adopt Resolution Authorizing the Granting of Regulatory Flexibility to Local
Businesses with the addition of opportunity to appeal to city council.
Ayes: Block, Droste, Essler, Freske, Weisensel
Nays: None. Motion carried.
UPDATES
City Administrator Martin updated council regarding the George Floyd current events. Mr. Martin
informed council of the Rosemount Police Department’s involvement with the case.

ADJOURNMENT
There being no other items before the Council, Mayor Droste made a motion to adjourn the
meeting unanimously approved at 5:45 p.m.
