RECOMMENDED ACTION: Motion to approve the resolution authorizing the Police
Department to be the lead organization for the grant agreement with the Minnesota
Department of Public Safety and for the Department to act as the fiscal agent and
administrator of the grant from October 1, 2020 through September 30, 2022.
BACKGROUND
Since 2005, the Police Department has participated in a traffic safety grant program through the Minnesota
Department of Public Safety, Office of Traffic Safety. The Office of Traffic Safety (OTS), created in 1966,
designs and implements public education and traffic-law enforcement programs with the goal of reducing
crashes, deaths and injuries on Minnesota roads by improving driver behavior.
This cooperative law enforcement traffic safety effort was first authorized by the Council in May 2005 and
the grant program has been operating throughout Dakota County since October of 2005. The grant funds
overtime traffic enforcement projects throughout the year and there are no financial matching
requirements for the participants. Additional projects not funded by the grant are also coordinated
through the program and agencies assign personnel to those projects as staffing and resources allow.
As a part of the Dakota County Traffic Safety Group, it is our Department’s turn to act as the fiscal agent
for the grant and to assist with the disbursement of these funds over the next two years. Previously, we
acted as the fiscal agent in 2009.
Agencies participating in the project are asked to pass the resolution in support of the grant prior to any
grants being awarded. The resolution will authorize the Chief of Police to execute any grant agreements.
The Council is being asked to approve the resolution supporting the Minnesota Department of Public
Safety Grant Program and to authorize the City of Rosemount to be the administrator and fiscal agent for
the grant over the next two years.
RECOMMENDATION
Staff recommends the approval of the resolution and staff is prepared to act as the fiscal agent and
administrator of the grant.

A RESOLUTION SUPPORTING THE MINNESOTA DEPARTMENT OF PUBLIC
SAFETY GRANT PROGRAM
WHEREAS, the City of Rosemount, on behalf of its Police Department, desires to be the
lead organization for the grant agreement with the Minnesota Department of Public Safety,
for traffic safety enforcement projects during the period from October 1, 2020 through
September 30, 2022; and
WHEREAS, a resolution must be provided to the Office of Traffic Safety from the lead
organization authorizing participation in the program; and
WHEREAS, the Chief of Police, Mikael Dahlstrom, or his successor, is designated the
authority to execute such agreements and amendments as are necessary to implement the
project on behalf of the Rosemount Police Department and to be the fiscal agent and
administer the grant.
NOW THEREFORE BE IT RESOLVED, the Rosemount City Council does hereby
enter into a grant agreement with the Minnesota Department of Public Safety, for traffic
safety enforcement projects during the period from October 1, 2020 through September 30,
2022.
