RECOMMENDED ACTION: Approve MnDOT Permit to Construct to allow for the
construction of pedestrian improvements on MN Highway 3.
BACKGROUND
The City of Rosemount has been working with the Minnesota Department of Transportation (MnDOT)
to install pedestrian improvements along the downtown area of Rosemount. Initially, the plan was for the
City of Rosemount to complete these improvements. However, MnDOT has taken this project and at this
point has prepared a design for a crosswalk at the intersection of Lower 147th Street and MN Highway 3
and at the southern entrance of the park and ride lot near the Steeple Center. In particular, the Steeple
Center crossing will construct a raised median in Hwy 3 as a pedestrian refuge. Currently, MnDOT is
planning for this construction to occur in 2021 and there is no city cost share for this work.
The City Attorney has reviewed this permit and had no comments. Staff will continue to work with
MnDOT on other requirements as needed.
RECOMMENDATION
Staff recommends that City Council approve the MnDOT Zero Dollar Permit to Construct for
Governmental Entities.
