Minutes of the June 16 2020 Regular Meeting ProceedingsROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS June 16, 2020 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held on Tuesday, June 16, 2020, at 7:00 p.m. in Rosemount Council Chambers 2875 145th Street West. Mayor Droste called the meeting to order with Council member Block, Essler, Weisensel, and Freske attending. Staff present included the following; • City Administrator Martin • City Clerk Fasbender • Community Development Director Lindquist • Stormwater Specialist Jane Byron The Pledge of Allegiance was recited. APPROVAL OF AGENDA Motion by Weisensel Second by Block Motion to Adopt the Agenda as presented. Ayes: 5 Nays: None. Motion carried. PRESENTATIONS, PROCLAMATIONS, & ACKNOWLEDGMENTS 3.a Public Meeting to Receive Comment on Rosemount Stormwater Pollution Prevention Plan (SWPPP) Stormwater Specialist Jane Byron presented the requirement of the NPDES MS4 Permit issued to the City of Rosemount by the Minnesota Pollution Control Agency (MPCA). This is required annually to provide an opportunity for the public to give input on the City’s Stormwater Pollution Prevention Plan (SWPPP). The public can provide comments through June 26, 2020 via mail or email. The plan is available on the city website. Mayor Droste opened the floor for public comment at 7:11 p.m. No public comment was received. Motion by Block Second by Essler Motion to receive comments on the City of Rosemount’s Stormwater Pollution Prevention Plan (SWPPP) through Friday, June 26. Ayes: Weisensel, Block, Droste, Essler, Freske Nays: None. Motion carried. PUBLIC COMMENT No comments ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS June 16, 2020 CONSENT AGENDA Motion by Weisensel Second by Freske Motion to Approve the Consent Agenda with items 6.G & 6.I removed. a. Bills Listing b. Minutes of the May 28, 2020 Special Meeting Proceedings c. Minutes of the June 2 2020 Work Session Proceedings d. Minutes of the June 2 2020 Regular Meeting Proceedings e. Expenditure Approval from the Donation Account – Parks & Recreation Dept. f. Approval of an Indefeasible Right to Use Agreement with the Dakota Broadband Board g. Designation of Polling Places for 2020 Elections h. Zoning Ordinance Text Amendment to Section 11-12-2: Board of Appeals and Adjustments Procedures updating the findings that must be made to grant a variance i. Zoning Ordinance Text Amendment to Section 11-2-15: Single Family Detached Dwelling Requirements to update the maximum area of attached garages j. 124th Court West and 121st Street West Improvements, City Project 2018-05, Declare Costs and Set Assessment Hearing k. Joint Powers Agreement with the Vermillion River Watershed Joint Powers Organization for the Homeowners’ Association Irrigation Audit Program Ayes: Block, Droste, Essler, Freske, Weisensel Nays: None. Motion carried. 6.g. Designation of Polling Places for 2020 Elections Councilmember Block pulled this item for additional detail regarding the upcoming election. City Clerk Fasbender stated Precinct 6, formerly located at The Well, will now be re-located to the Steeple Center along with Precinct 4. Ms. Fasbender also informed those who have received an absentee application via mail can fill the application out and return the application to City Hall. Voters can expect absentee ballots to be mailed on June 26. Motion by Block Second by Essler Motion to approve the attached resolution designating the polling places for the 2020 primary and general elections. Ayes: Droste, Essler, Freske, Weisensel, Block Nays: None. Motion carried. 6.i. Zoning Ordinance Text Amendment to Section 11-2-15: Single Family Detached Dwelling Requirements to update the maximum area of attached garages Mayor Droste pulled this item for further discussion. Community Development Director Lindquist provided an overview of the updated requirements. Staff has reviewed the ordinances of other communities as they relate to the maximum area of attached garages. Based upon staff’s findings, staff is recommending an amendment to the zoning ordinance to allow the footprint of attached ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS June 16, 2020 garages to be no more than 50% of the gross floor area of the house (living area and garage combined), up 1,500 square feet. This update would take care of the general requests received. Motion by Freske Second by Block Motion to Adopt an Ordinance Amending the City of Rosemount Zoning Ordinance B, Relating to the Maximum Area of Attached Garages,11-2-15. Essler, Freske, Weisensel, Block, Droste Nays: None. Motion carried. ANNOUNCEMENTS 10.a. Staff Updates City Administrator Martin highlighted; City Hall is now open to the public from 8 to 4:30 p.m. daily, City of Rosemount now has an Instagram account and staff continue to watch the Special Session as a portion of the funding will be distributed to cities due to COVID-19. 10.b. Upcoming Community Calendar Mayor Droste reviewed the calendar of events and upcoming meetings. Mayor Droste also noted, to support Rosemount and shop local as many businesses are beginning to reopen! ADJOURNMENT There being no further business to come before the City Council at the regular council meeting and upon a motion by Droste and a second by Weisensel the meeting was adjourned at 7:31 p.m. Respectfully submitted, Erin Fasbender City Clerk
