Director ATTACHMENTS: Hansen Concepts; The Rosemount APPROVED BY: LJM Concepts RECOMMENDED ACTION: Discussion Item Only BACKGROUND Earlier this year, staff brought several development concepts to the Council for discussion. At that time there was no definitive direction provided as the discussions covered much ground about the sites and their impact on the broader neighborhoods. Both property owners continue to be interested in developing the properties and would like to move a project forward that is consistent with the goals of the City. To that end below is a bit more information for the Council to aid a productive conversation. Hanson Site nd The Hanson property is located in the NW quadrant of 132 Street and South Robert Trail. The site is 4.4 acres and is currently designated and zoned for Rural Residential which is consistent with the current nd development pattern. However, there were provisions made to bring utilities to the property when 132 was reconstructed, recognizing that future urban development on the parcel made sense given its location. There was an assessment agreement approved by the City Council in 2015 regarding payment for utilities and recognized the assessment could be increased upon urban development. As mentioned previously, the site is bounded by rural residential to the north and west with the exception nd of a 12 unit apartment building immediately west of the site. South and east of the property (across 132 or South Robert Trail) is urban single-family development. Staff had anticipated development of the site would prompt a more dense development than strictly low-density single-family homes due to its location on a minor arterial, with the potential for a future signal light. The County and State have indicated they will be starting a review of Hwy 3, hopefully in late fall that will look at the operations of Hwy 3 from I- 494 to Downtown Rosemount. The study will look at turnback issues north of Rosemount but is also the opportunity for these two regulating agencies to look at traffic and safety issues within Rosemount. Staff nd has discussed signalization of 132 and South Robert Trail in this location and they have indicated this issue will be reviewed with that study. However, it has been conveyed that warrants are not met and there is no schedule for installation of the signal. The attached concepts were pulled together using an apartment building footprint, townhome layout from elsewhere in Rosemount, and a typical single-family cul-de-sac. They are illustrative only, there are no formal plans for the site. The Council will also note that the property to the north, 4.8 acres, is also included in the concepts. The property owner’s representative has indicated that the northern lot could also be brought into the development. With that in mind, the property owner is asking for Council direction associated with future development and is very interested in marketing the property. Feedback is requested as to what the Council’s desire for development on the southern 4.4-acre parcel is; should the northern property be included; and if so, what is the development mix desired. The Rosemount Senior Living Expansion The other development concept relates to expansion of The Rosemount at Steeple Center. The plan utilizes the .27-acre single family home site south of the existing complex to construct a 4-story 24-unit senior independent living building. Parking would be located in the first level with 3 stories above being the housing. The units would a mix of studio, one bdrm, & two bedroom units. The Downtown Framework does not designate this property for any particular use; largely due to its size. Initially it was discussed that the City and County would jointly purchase the property for future expansion of the library. The County has more recently indicated that they have no long-term expansion plans due to the technology changes at most libraries. Additionally, the layout of the library doesn’t afford expansion of public spaces in the direction of the site. The County has notified the property owner that they are not interested in acquisition. At the last meeting there was discussion about this project and expansion of multi-family housing in Downtown. There is no residential expansion anticipated west of the site. In fact, the Downtown Framework uses Cameo Avenue as the delineation between the Downtown District and the existing residential neighborhoods. Redevelopment on the west side of Cameo is not forecast nor encouraged. There are some issues about operations and parking which staff has raised with the developer. Staff th anticipates having this information for the July 7 Council meeting. Similar to the Hanson property, The Rosemount owner is looking for direction from the Council to bring a project to the city that would be consistent with City goals.
