Minutes of the July 7 2020 Work Session ProceedingsROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS July 7, 2020 CALL TO ORDER Pursuant to due call and notice thereof a work session of the Rosemount City Council was held on Tuesday, July 7th, at 5:00 pm at Rosemount City Hall, Council Chambers, 2874 145 th Street West. Mayor Droste called the meeting to order with Councilmember Weisensel, Block, and Freske. Council member Essler was absent. Staff present included City Administrator Martin, Park and Recreation Director Schultz, Finance Director May, Public Works Director/City Engineer Erickson, Community Development Director Lindquist, and Chief of Police Dahlstrom. DISCUSSION 2.a. Proposed 2021 Budget Administrator Martin gave a brief overview of the budget and the proposed increases. Staff has been working on the creation of the 2021 Budget, however more work needs to be completed prior to the Council fully reviewing the Budget. Further budget discussion will be at the August work session. 2.b. COVID-19 Response Administrator Martin gave update on the latest events regarding COVID-19 and the CARES Act. Staff and council members discussed options for utilization of the Federal CARES Act funds the City anticipates receiving. One option of focus is the establishment of a grant program for local businesses and the potential limitations. One of the criteria for the relief will be that businesses must show that they have been impacted by COVID-19. Public safety salaries also appear to be an approved use, as well as rent support for eviction prevention. Staff will provide an additional update at August work session. Council and staff will also discuss the County’s plan and an anticipated number of applications for the relief fund. UPDATES 3.a. Community Development Projects Community Development Director Lindquist provided a project update on the Hanson site. Council members stated that they preferred a townhome development for the Hanson site rather than an apartment building. Townhomes would produce less traffic for gravel road, Dodd Boulevard. Councilmembers Weisensel, Freske and the Mayor requested to know what the apartment demand is for Rosemount. Staff will provide at a later date. Community Development Director Lindquist updated council on the Rosemount Senior Living Expansion. Councilmembers expressed concern about the height of the building and requested that it match the existing building height. In general, the Council expressed support for this project. ROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS July 7, 2020 3.b. Staff Updates Councilmember Weisensel requested an update on the proposals that were received for the Port Authority. Results will be provided at the next Port Authority meeting. Community Development Director Lindquist met with the owner of Maplewood Development. He has revised his plan and provided it to staff. Updates will be provided to council once staff has reviewed it. Administrator Martin provided a brief update on the Flint Hills land exchange and projects. ADJOURNMENT TO REGULAR COUNCIL MEETING Upon a motion by Droste, second by Weisensel, the meeting was unanimously adjourned at 6:56 pm. CALL BACK TO ORDER Mayor Droste called the meeting back to order at 7:24 pm with Councilmember Weisensel, Block, and Freske. Staff present included City Administrator Martin and Chief of Police Dahlstrom. Councilmembers and staff discussed the sidewalk chalk art that was created outside of a local restaurant and the future sidewalk chalk event. The location of the event has yet to be established. ADJOURNMENT There being no further business to come before the City Council and upon a motion by Droste, second by Block, the meeting was unanimously adjourned at 7:44 pm.
