Motion to approve the processing of absentee ballots 14 days prior to the date of the 2020
Primary and General Election and up to two days following the Primary and General
Election.
BACKGROUND
Chapter 77 (HF 3429), passed and signed into law during the regular legislative session, provides special
procedures for the safe and secure conduct of the 2020 state primary and state general elections during the
COVID-19 outbreak. The new law outlines local authority allowing a city, by ordinance or resolution to
extend the period during which absentee ballots are processed, beginning 14 days before the election and
no more than two days following the date of the election.
After the close of business on the 14th day before the election, a voter whose record indicates that an
absentee ballot has been accepted must not be permitted to cast another ballot at that election. The law
also allows for the processing of absentee ballots up to two days following the election.
Staff believes the number of mail ballots received will increase due to COVID-19 and has determined it
would be in the best interest for staff to have additional time to process the absentee ballots for the 2020
Primary and General Election.
RECOMMENDATION
Staff recommends approval of the resolution to approve the processing of absentee ballots 14 days prior
to the date of the 2020 Primary and General Election and up to two days following the Primary and
General Election.

RESOLUTION APPROVING THE PROCESSING OF ABSENTEE BALLOTS 14 DAYS
PRIOR TO THE DATE OF THE 2020 PRIMARY AND GENERAL ELECTION AND UP
TO TWO DAYS FOLLOWING THE PRIMARY AND GENERAL ELECTION
WHEREAS, Chapter 77 (HF 3429), passed and signed into law during the regular legislative session,
provides special procedures for the safe and secure conduct of the 2020 State Primary and State
General elections during the COVID-19 outbreak; and
WHEREAS, law outlines local authority allowing a city, by ordinance or resolution to extend the
period during which absentee ballots are processed, beginning 14 days before the election and no more
than two days following the date of the election.
NOW, THEREFORE BE IT RESOLVED, the City of Rosemount Absentee Ballot Board will
begin processing absentee ballots for the 2020 State Primary and State General Election after the close
of business on the 14th day before the 2020 State Primary and State General Election and up to two
days following the 2020 State Primary and State General Election.
