REGULAR MEETING PROCEEDINGS
July 7, 2020
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held
on Tuesday, July 7, 2020, at 7:01 p.m. in Rosemount Council Chambers 2875 145 th Street West.
Mayor Droste called the meeting to order with Council member Block, Weisensel, and Freske
attending. Council member Essler was absent. Staff present included the following;
City Administrator Martin
Public Works Director/City Engineer Erickson
Community Development Director Lindquist
Parks and Recreation Director Schultz
The Pledge of Allegiance was recited.
APPROVAL OF AGENDA
Motion by Weisensel Second by Block
Motion to Adopt the Agenda as presented.
Ayes: 4
Nays: None. Motion carried.
PRESENTATIONS, PROCLAMATIONS, & ACKNOWLEDGMENTS
3.a. Proclamation of Parks and Recreation Month in Rosemount
Parks and Recreation Director Schultz presented the proclamation. Mayor Droste declared July as
the Parks and Recreation Month in Rosemount.
Motion by Weisensel Second by Block
Motion to adopt a proclamation identifying the month of July as Parks and Recreation
Month in the City of Rosemount.
Ayes: Weisensel, Block, Droste, Freske
Nays: None. Motion carried.

6.i. Approve MnDOT Permit to Construct
Councilmember Freske requested that Public Works Director/City Engineer Erickson provided
more information about the permit and proposed safety improvements.
Public Works Director/City Engineer Erickson gave a brief update on the MnDOT project and the
Hwy 3 construction plans.
Motion by Freske Second by Weisensel
Motion to Approve MnDOT Permit to Construct to allow for the construction of
pedestrian improvements on MN Highway 3.
Ayes: Droste, Freske, Weisensel, Block
Nays: None. Motion carried.
PUBLIC HEARING
7.a. Autumn Path Extension Project, City Project 2019-07 Assessment Hearing
Public Works Director/City Engineer Erickson provided a brief overview of the project and the
assessment process.
Mayor Droste opened the public hearing at 7:17pm.
Brian McMenomy, 1283 Bonaire Path W, spoke to council and expressed the that the project will
not benefit their property resulting in their protest of the assessment amount.
Motion by Weisensel Second by Freske
Motion to call and continue the assessment hearing to September 15, 2020 for Autumn Path
Extension Project, City Project 2019-07.
Ayes: Freske, Weisensel, Block, Droste
Nays: None. Motion carried.

10.a. Staff Updates
City Administrator Martin highlighted; staff is continuing to work on the 2021 budget, the city will
be receiving funds from the CARES Act, absentee voting has begun at City Hall, City Hall is open
to the public from 8 to 4:30 p.m. daily.
10.b. Upcoming Community Calendar
Mayor Droste reviewed the calendar of events and upcoming meetings. Mayor Droste also noted, to
support Rosemount and shop local as many businesses are beginning to reopen.
ADJOURNMENT
There being no further business to come before the City Council at the regular council meeting and
upon a motion by Droste and a second by Weisensel the meeting was adjourned at 7:22 pm back to
the council work session.
