REGULAR MEETING PROCEEDINGS
JULY 21, 2020
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held
on Tuesday, July 21, 2020, at 7:00 p.m. in Rosemount Council Chambers 2875 145th Street West.
Mayor Droste called the meeting to order with Council member Block, Essler, Weisensel, and
Freske attending. Staff present included the following;
• City Administrator Martin
• Assistant City Engineer Smith (Via Zoom)
• Assistant City Administrator Foster
The Pledge of Allegiance was recited.
APPROVAL OF AGENDA
Motion by Weisensel Second by Block
Motion to Adopt the Agenda as presented.
Ayes: 5.
Nays: None. Motion carried.
PRESENTATIONS, PROCLAMATIONS, & ACKNOWLEDGMENTS
3.a. Youth Commission Report
Aashish Bharath presented the annual Youth Commission report to the City Council on behalf of
the Youth Commission.
Motion by Weisensel Second by Freske
Motion to receive annual report

Mayor Droste thanked the Police and Fire Department for their service during this pandemic.
Mayor Droste also mentioned the Fire Department is accepting applications to those interested in
joining the Fire Department.
PUBLIC HEARING
7.a. 124th Court West and 121st Street West Improvements, City Project 2018-05, Assessment
Hearing and Adopt Assessment Roll
Assistant City Engineer Smith provided a brief overview of the project and the assessment process
and policy. The final paving for 121st St W. and 124th Ct W. is estimated to be complete by the
middle of July. Ms. Smith explained the proposed assessments shown below are in accordance with
the Rosemount Assessment Policy, surface improvements are assessed at 35% of the total cost. The
City proposes unit assessment calculations, resulting in the same amount for all properties abutting
the roadway.
Mayor Droste opened the public hearing at 7:20pm.
Tim McDonnell - 1150 124th Court West
Mr. McDonnell had questions regarding the assessment payment and when the payment should be
paid by. Ms. Smith provided additional detail on the payment timeline.
Aaron Moline – 1180 121st Street West
Mr. Moline had concern regarding the payment and stated the allowed time to pay the assessment
fee is too short. Mr. Moline also questioned the interest rate of which is set by the county.

Motion to Adopt a Resolution Adopting the Assessment Roll for 124th Court West and
121st Street West Improvements, City Project 2018-05
Ayes: Droste, Essler, Freske, Weisensel, Block
Nays: None. Motion carried.
7.b. Deepwoods Court Improvement Project, City Project 2020-03, Assessment Hearing and
Adopt Assessment Roll
Assistant City Engineer Smith provided a brief overview of the project and the assessment process
and policy. Ms. Smith also noted in the Spring of 2019, staff received a request from residents living
on Deepwoods Court that the condition of their road be addressed. Also, the ribbon curb
assessment was agreed to by all residents, through petition and waiver agreements.
Mayor Droste opened the public hearing at 7:37 p.m.
Dave O’Brien – 12870 Deepwoods Ct
Mr. O’Brien questioned if the full amount is not spent if the payment would be less. Ms. Smith
confirmed the amount today is the amount the will be assessed.
Mr. O’Brien also had a question on whether homeowner’s sprinkler will be replaced? Ms. Smith
stated the city typically does not relocate private sprinkler systems but Ms. Smith will verify that with
the City Engineer. Ms. Smith suggested that Mr. O’Brien get a cost estimate from a landscaping
company to re-locate the sprinklers that are located where the curb will go.

Improvement Project, City Project 2020-03

ANNOUNCEMENTS
10.a. Staff Updates
City Administrator Martin highlighted; thanked staff and cable for working to increase transparency
and allowing the public to be able to participate during council meetings via Zoom, staff continues
to learn more and prepare for the CARES Act funding that will be available to Rosemount and the

Body Worn Camera is now available on the City website and the public can comment on the policy
for two weeks.
10.b. Upcoming Community Calendar
Mayor Droste reviewed the calendar of events and upcoming meetings.
ADJOURNMENT
There being no further business to come before the City Council at the regular council meeting and
upon a motion by Droste and a second by Essler the meeting was adjourned at 7:45 pm.
