Approval of Perkins and Will Contract for Professional Services EXECUTIVE SUMMARY City Council Regular Meeting: August 4, 2020 AGENDA ITEM: Approval of Perkins and Will Contract for Professional Services AGENDA SECTION: Consent PREPARED BY: Eric Van Oss, Economic Development Coordinator AGENDA NO. 6.i. ATTACHMENTS: None APPROVED BY: LJM RECOMMENDED ACTION: Motion to Authorize the City Administrator to Enter into a Contract for Professional Services with Perkins and Will upon final approval of the Agreement by the City Attorney BACKGROUND Staff distributed an RFP for the commercial site visioning for 5 commercial sites in Rosemount. The RFP was sent to 24 firms and proposals were due on June 26th. The City received a total of 9 strong proposals ranging in cost from $34,800 to $59,610. Initially, the proposals were scored in following categories: innovation/creativity, pricing, past work/qualifications, understanding of RFP Goals, and timeline/implementation. The scoring categories were weighted, with the innovation/creativity category having the most potential points. After staff deliberation, 4 firms were chosen to move forward with interviews, which were held on July 23rd. After the interview process, staff felt Perkins and Will had the best mix of creativity, innovation, and cost. Additionally, staff liked their project approach and felt they included enough meetings and workshops with Council members. Perkins and Will’s proposal was $52,000. Staff would like to move forward with Perkins and Will and begin to schedule kickoff meetings. Staff is requesting the Council authorize staff to enter into to an agreement with Perkins and Will not to exceed $52,000. A final agreement has not been approved so staff is requesting approval of the Contract subject to final City Attorney approval and allow the City Administrator to enter into the agreement. RECOMMENDATION Motion to authorize the City Administrator to enter into to a contact for professional services with Perkins and Will not to exceed $52,000, subject to final approval by the City Attorney of the contract.
