Minutes of the August 4 2020 Work Session ProceedingsROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS AUGUST 4, 2020 CALL TO ORDER Pursuant to due call and notice thereof a work session of the Rosemount City Council was held on Tuesday, August 4 at 5:00 pm at Rosemount City Hall, Council Chambers, 2874 145th Street West. Mayor Droste called the meeting to order with Councilmember Weisensel, Block, Essler, and Freske. Staff present included City Administrator Martin, Park and Recreation Director Schultz, Finance Director May, Public Works Director/City Engineer Erickson, Community Development Director Lindquist, Chief of Police Dahlstrom, Economic Development Coordinator Van Oss. DISCUSSION 2.a. Utilization of CARES Act Funds City Administrator Martin gave a brief overview of the proposed funding updates for the CARES Act created by the Coronavirus Relief Fund. Council requested staff to investigate; Fairview’s medical services provided to Rosemount residents, 360 Communities proposed utilization of a grant, and what other businesses could utilize the grant program.. Council is in favor of supporting Rosemount residents and businesses, but want to ensure the funds that are being spread out are impacting Rosemount residents. 2.b. Approval of the Rosemount CARES Small Business Program Administrator Martin highlighted the proposal of using a portion of Rosemount’s federal CARES Act allocation to create the Rosemount CARES Small Business Grant Program. Economic Development Coordinator Van Oss highlighted the program and discussed the requirements for businesses to participate in the program and noted a one-time grant of up to $10,000 will be awarded to eligible applicants. Businesses must apply by August 28, 2020. Van Oss noted that by the City offering the program in-house, the City will save approximately $600 per application. Council members were in favor of offering this program to eligible businesses. 2.c. Preliminary Review of Draft 2021 Budget City Administrator Martin discussed the latest updates regarding the 2021 draft budget and how staff is pleased with the budget overall. The preliminary 2021 Budget shows an increase of 1.3% ($186,700) to the Operating Budget, which results in a 4.15% increase ($538,000) in the property tax levy. Mr. Martin noted staff is conservative on revenues, but staff should have a better idea of the revenues come September along with health insurance rates. Council requested staff to review our credit card transactions process and to research if other cities charge fees for processing transactions. Councilmember Essler requested additional budget information in order to compare current month to month actuals versus comparing next year’s budget to our current budget and suggested going forward to do a quarterly review of the budget and actuals. ROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS AUGUST 4, 2020 Mayor Droste requested staff to note key items that should be anticipated for 2022 as well. Staff will complete additional refinement to the Budget, prepare requested information, and will engage Council in another discussion on the Budget at the September work session. ADJOURNMENT TO REGULAR COUNCIL MEETING Upon a motion by Droste the meeting was unanimously adjourned at 6:49 pm. to the regular council meeting. CALL BACK TO ORDER Mayor Droste called the meeting back to order at 7:46 pm with Councilmember Weisensel, Essler, Block, and Freske. Staff present included City Administrator Martin and Chief of Police Dahlstrom, Director of Finance May and Community Development Director Lindquist. 2.c. Preliminary Review of Draft 2021 Budget (continued) Chief Dahlstrom provided a presentation discussing the current Police Department and the reasoning for an increase in the police budget. Chief Dahlstrom also further elaborated on his vision of the Police Department in the upcoming years. Councilmember Freske requested to see operating costs of nearby cities for their police budget. Staff will take the guidance from council and provide a response to their questions along with provide additional budget information at the September work session. 2.d. Discuss Technology Taskforce City Administrator Martin discussed one of the City Council’s Goals and Initiatives is to explore the creation of a citizen-led Technology Task Force. Councilmember Weisensel and Freske further elaborated their vision of the taskforce; i.e. cost savings potential, 4 to 6 members, start advertisement of openings this November. Staff will finalize the guiding document and advertise the openings this November. UPDATES Community Development Direct Lindquist discussed recent request for proposals and how staff is continuing to get interest in industrial users. Chief of Police Dahlstrom provided an update on the body camera policy comment period. Councilmember Weisensel noted NLC announced the NLC conference is moving to 2024 but having a virtual conference in November virtually. Mayor Droste discussed the latest stats with Metro bussing. ROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS AUGUST 4, 2020 ADJOURNMENT There being no further business to come before the City Council and upon a motion by Droste, second by Weisensel, the meeting was unanimously adjourned at 9:50 pm.
