HomeMy WebLinkAbout20200804 Regular Meeting ProceedingsROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS AUGUST 4, 2020 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held on Tuesday, August 4, 2020, at 7:00 p.m. in Rosemount Council Chambers 2875 145th Street West. Mayor Droste called the meeting to order with Council member Block, Essler, Weisensel, and Freske attending. Staff present included the following; • City Administrator Martin • Community Development Director Lindquist • Economic Development Coordinator Van Oss • Director of Parks & Recreation Schultz The Pledge of Allegiance was recited. APPROVAL OF AGENDA City Administrator Martin noted item 6.i and 6.j. were added. Motion by Weisensel Second by Essler Motion to Adopt the Agenda as presented. Ayes: 5. Nays: None. Motion carried. PUBLIC COMMENT No public comments CONSENT AGENDA Motion by Essler Second by Freske Motion to Approve the Consent Agenda a. Bills Listing b. Minutes of the July 21 2020 Closed Work Session Proceedings c. Minutes of the July 21 2020 Regular Meeting Proceedings d. Environment and Sustainability Commission Bylaws e. Yayin Gadol, LLC DBA Top Ten Liquors Tobacco License f. 20-40-FP Request by Lennar for Final Plat Approval of Bella Vista 7th Addition g. Approval of Joint Powers Agreement Between the County of Dakota and the Dakota County Community Development Agency and the City of Rosemount for the 2020 Environmental Legacy Fund Grant h. Appointment of Additional Election Judges for 2020 Primary Election ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS AUGUST 4, 2020 Ayes: Weisensel, Block, Droste, Essler, Freske Nays: None. Motion carried. PUBLIC HEARING 7.a. Public Hearing for a Vacation of the Drainage and Utility Easement over Outlot C, Harmony 5th Addition Community Development Director Lindquist provided an overview regarding Timbercrest, LLC (Tom Wolter) request to vacate drainage and utility easements over all of Outlot C, Harmony 5th Addition. All required drainage and utility easements have been created and will remain in place with the Harmony Parkview 2nd Addition plat. The City is required to have a public hearing and to notify the public regarding the hearing. Mayor Droste opened the public hearing at 7:06 pm. No comments from the public were made. Motion by Droste Second by Weisnesel Motion to close the public hearing 7:07 p.m. Ayes: 5. Nays: None. Motion carried. Motion by Essler Second by Block Motion to Adopt a Resolution Approving the Vacation of the Drainage and Utility Easement over Outlot C, Harmony 5th Addition Ayes: Block,Droste, Essler, Freske, Weisensel Nays: None. Motion carried. 7. b. Off-Sale Liquor License Application – Yayin Gadol, LLC DBA Top Ten Liquors City Clerk Fasbender provided an overview of the applicant, Yayin Gadol, DBA Top Ten Liquor’s request for a off-sale liquor application at 15047 Crestone Ave. The applicant submitted the required paperwork and a background investigation was completed. Staff found no reason to deny the applicant from their request. Mayor Droste opened the public hearing at 7:10 p.m. Motion by Droste Second by Essler Motion to close the public hearing at 7:11 p.m. Ayes: 5. Nays: None. Motion carried. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS AUGUST 4, 2020 Motion by Block Second by Essler Motion to Approve an Off-Sale Liquor License for Yayin Gadol, LLC DBA Top Ten Liquors for the premise located at 15047 Crestone Ave Ayes: Droste, Essler, Freske, Weisensel, Block Nays: None. Motion carried 9.a. Flint Hills Athletic Complex Lighting Parks and Recreation Director Schultz discussed one of the projects and goal of council to add field lighting to one field at the Flint Hills Athletic Complex. By adding the field lighting, the City can offer expanded play opportunities during the spring, summer and fall sports seasons. Mr. Schultz provided an overview of where the lights would be placed and discussed the reasoning of the placement, i.e. close to parking lot, championship field, etc. Staff proposes that the City Council purchase and install LED field lighting from Musco Lighting through the purchasing cooperative Sourcewell in the amount of $255,209. Sourcewell is a purchasing cooperative which holds hundreds of competitively solicited cooperative contracts that are ready for use by government agencies, educational institutions, tribal nations, and nonprofit organizations. Motion by Freske Second by Essler Motion for the City Council to approve purchasing the Field Lighting for one field at the Flint Hills Athletic Complex from Musco Lighting through the Sourcewell purchasing cooperative in the amount of $255,209 Ayes: Freske, Weisensel, Block, Droste, Essler Nays: None. Motion carried 9.b. Approval of the Rosemount CARES Small Business Program Community Development Director Lindquist highlighted the proposal of using a portion of Rosemount’s federal CARES Act allocation to create the Rosemount CARES Small Business Grant Program. Staff is anticipating dedication of funds for local businesses up to $500,000 and recommending that the typical administrative procedure for check distribution be waived to assist in expediting getting the grant to businesses. Economic Development Coordinator Van Oss highlighted the program and discussed the requirements for businesses to participate in the program and noted a one-time grant of up to $10,000 will be awarded to eligible applicants. Businesses must apply by August 28, 2020. Motion by Weisensel Second by Block Ayes: Weisensel, Block, Droste, Essler, Freske Nays: None. Staff Updates City Administrator Martin highlighted; thanked council for supporting the CARES Grant Program and highlighted the recent and upcoming business ribbon cuttings. 10.b. Upcoming Community Calendar Mayor Droste reviewed the calendar of events and upcoming meetings. ADJOURNMENT There being no further business to come before the City Council at the regular council meeting and upon a motion by Droste and a second by Weisensel the meeting was adjourned at 7:45 pm. to reconvene to the city council work session.
