REGULAR MEETING PROCEEDINGS
AUGUST 18, 2020
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held
on Tuesday, August 18, 2020, at 7:00 p.m. in Rosemount Council Chambers 2875 145th Street
West.
Mayor Droste called the meeting to order with Council member Block, Essler, Weisensel, and
Freske attending. Staff present included the following;
• City Administrator Martin
• Public Works Director/City Engineer Brian Erickson
The Pledge of Allegiance was recited.
APPROVAL OF AGENDA
City Administrator Martin noted item 6.k. 2019 Pavement Management Payment was recently added
and for item 7.a. 2019 Street Improvement Project – Phase 2, City Project 2019-01, Hold
Assessment Hearing, Approve Assessment Roll, an additional motion was added which is noted in
the memo in bold font.
Motion by Weisensel Second by Essler
Motion to Adopt the Agenda as presented.
Ayes: 5.
Nays: None. Motion carried.

PUBLIC HEARING
7.a. 2019 Street Improvement Project – Phase 2, City Project 2019-01, Hold Assessment
Hearing, Approve Assessment Roll
Public Works Director/City Engineer Brian Erickson provided a brief overview of the project and
the assessment process and policy. Mr. Erickson noted the update of the additional motion to
remove property 136 from the assessment roll and call assessment hearing for PID 037-
348385001010 as property 136 is no longer on the County’s tax register due to the property being
re-platted with the Wexford Place in July of 2019.
Mr. Erickson provided additional assessment details as several residents had questions regarding the
policy, i.e. Will I receive an additional bill, when is payment due, etc. Council suggested for staff to
add frequently asked questions regarding the assessment to the website and referring residents to
this page for future assessments.
Council member Block questioned the increase in costs and Mr. Erickson noted the project cost
increased from the initial feasibility report due to an increase in construction costs.
Mr. Erickson noted all property owners were notified with a mailed notice and that will be the
property owner’s final notice of the amount due.
Mayor Droste opened the public hearing at 7:20 pm.
No public comment was received.

Motion to close the public hearing 7:24 p.m.

1. Hold Public Hearing on Assessments
2. Remove Property 136 from the assessment roll and call assessment hearing for PID 037-
348385001010
3. Adopt a Resolution Approving the Assessment Roll for the 2019 Street Improvement
Project – Phase 2, City Project 2019-01
Ayes: Block, Droste, Essler, Freske, Weisensel
Nays: None. Motion carried.
ANNOUNCEMENTS
10.a. Staff Updates
City Administrator Martin highlighted; Rosemount CARES Grant Program has received over 50
applications and encouraged residents to continue to Mask Up and shop local.
10.b. Upcoming Community Calendar
Mayor Droste reviewed the calendar of events and upcoming meetings.
ADJOURNMENT
There being no further business to come before the City Council at the regular council meeting and
upon a motion by Droste and a second by Essler the meeting was adjourned at 7:31 pm.
