ISSUE
Previous discussions with the Council and Port Authority indicated a desire for more information
regarding completion of workplan activities. The following highlights some of the project and economic
development activities since the last Port Authority meeting.
COMMERCIAL
The Morrison: Foundation work and utilities work continues at the Morrison.
Carousel Way: The water tight buildout for the Lorenz Clinic is in process.
Brewery: Staff has been notified that the lot split to accommodate the brewery project has been recorded.
The Clover: There has been no new information for some time on this change.
Israelson property: Mr. Israelson’s application was continued to the October Planning Commission
meeting because staff is waiting on new elevations for the residential buildings. Staff has been told that the
elevations will be available in time for staff review and to include in the Planning Commission packet. The
application is a combination of residential and hotel; the memory care facility has been dropped from the
application.
Merchants Bank site: No new information at this time.
Akron Ave: Staff has restarted work with partners regarding the indoor recreation center.
MGM retail space: Top Ten Liquors has completed one framing inspection for the remodel and a
mechanical permit was issued on September 8th. Top Ten Liquors expansion in the Twin Cities was
recently featured in the Minneapolis Business Journal (attached).
Hope Fieldhouse: Temporary Certificate of Occupancy was issued, and they are open for business.
Mosaic Storage Building: The Phase one building is complete and the Phase two building foundation is
in process.
Car Condos: They are updating their timeline for permit application and construction post COVID-19.
No new information at this time.
UMore Residential: Staff is waiting for Maplewood Company to complete a revised concept plan.
INDUSTRIAL
UMore Industrial site: The potential user indicated their company is taking a pause in any site search.
They indicated there are no issues with the site or the partners; it is primarily a business decision due to the
current business climate. No new information.
Biscayne Business Park/ Cerron Commercial Properties: The building is 90 percent complete
although the Certificate of Occupancy was not issued as yet. Cerron’s commercial buildings and sites in
Rosemount are attached.
Rosemount Business Park: DEED requested an update from the project consultants regarding their
plans to move forward on September 8th, but there is no new information.
Opus Site: Staff completed an RFI in partnership with Greater MSP for an industrial user for the Opus
site. Greater MSP will update staff later in September as to next steps.
OTHER
MREJ Commercial Summit: Staff will attend the Minneapolis Real Estate Journal’s Land Summit on
September 16th.
Commercial Visioning: Council members had one on one interviews with Perkins and Will regarding the
5 commercial greenfield sites. Next steps will include a joint meeting with the Port Authority and Planning
Commission on Tuesday October 13th @ 6pm.

The locally owned Top Ten Liquors store chain will
grow to 12 locations with the opening of three new
stores this fall in Vadnais Heights, Plymouth and
Rosemount.

Top Ten Liquors plans to open three new stores this fall

It turns out the recent purchase of a former Vadnais Heights sports bar is
just one piece of a larger expansion plan for Minneapolis-based Top Ten
Liquors.
Top Ten Liquors spokesperson Omar Torres said the company has new
stores in the works for Rosemount and Plymouth in addition to Vadnais
Heights, and the plan is to have all three open by the end of October. It
will bring the total number of stores to 12 for the state’s largest locally
owned liquor store chain, Torres said.
In July, an LLC managed by Top Ten Liquor CEO Jonathan Halper paid $2
million to purchase Vadnais Heights’ former Mad Jack’s Sports Café. The
restaurant closed March 17 due to the pandemic and was unable to
reopen.
In Rosemount, Top Ten Liquors will move into a former MGM Wine & Spirits store in the Celtic Crossing
shopping center. The new Plymouth store is in the Rockford Road Plaza shopping center.

“We look forward to serving new neighborhoods and offering more Minnesotans our signature customer
service experience, unparalleled rewards program, and broad selection. In addition, we’re proud to be creating
more than 50 jobs across these communities,” Halper said in a statement.
Torres said the new stores will all be a similar size to Top Ten Liquors' existing locations, which range from
about 7,400 square feet to 11,000 square feet.
“That’s a space where we feel very comfortable,” he said, adding that it allows Top Ten Liquors to balance
selection and competitive pricing.
Torres described Rosemount as "a completely new market" for Top Ten Liquors, giving it access to customers
in other southern suburbs, like Apple Valley and Lakeville. Five of the chain's nine stores are located in the
north metro.
Torres said the company’s growth spurt isn’t over yet.
“We look forward to continuing to grow and open stores next year,” he said.
