Minutes of the September 1 2020 Regular Meeting ProceedingsROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS SEPTEMBER 1, 2020 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held on Tuesday, September 1, 2020, at 7:00 p.m. in Rosemount Council Chambers 2875 145 th Street West. Mayor Droste called the meeting to order with Council member Block, Essler, Weisensel, and Freske attending. Staff present included the following;  City Administrator Martin  Community Development Director Lindquist  Public Works Director Erickson The Pledge of Allegiance was recited. APPROVAL OF AGENDA Motion by Weisensel Second by Block Motion to Adopt the Agenda as presented. Ayes: 5. Nays: None. Motion carried. PUBLIC COMMENT No public comments CONSENT AGENDA Motion by Weisensel Second by Freske Motion to Approve the Consent Agenda with item 6.e. removed , Adoption of Affordable and Life-Cycle Housing Goals for 2021-2030 a. Bills Listing b. Minutes of the August 18, Regular Meeting Proceedings c. Ice Arena Concessions Agreement d. Utility Commission Ordinance Change e. Adoption of Affordable and Life-Cycle Housing Goals for 2021-2030 f. Agreement with Dakota County to Receive Funds for Expenses Related to the 2020 Election g. 2018 Street Improvement Project, City Project 2018-01, Approve Payment 4 & Final and Engineering Services Amendment Ayes: Weisensel, Block, Droste, Essler, Freske Nays: None. Motion carried. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS SEPTEMBER 1, 2020 6.e. Adoption of Affordable and Life-Cycle Housing Goals for 2021-2030 Mayor Droste pulled this item to further review our goals as cities must adopt affordable and life- cycle housing goals every ten years. Community Development Director Lindquist provided the background and details of City’s affordable and life-cycle housing goals. Ms. Lindquist stated this Livable Community Act program is important to Rosemount as the methodology addresses unit size and affordability at every stages of life and Rosemount is doing well with meeting the goals. Motion by Droste Second by Essler Ayes: Block, Droste, Essler, Freske, Weisensel Nays: None. Motion carried. NEW BUSINESS 9.a. Allocation of CARES Act Funds City Administrator Logan Martin discussed the current stages of Cares Acts Funds as the City’s funds have been received and staff is required to submit monthly expense reporting to the Department of Management and Budget as all funds must be expended by November 15, 2020. Mr. Martin noted the first round of the Rosemount CARES Business Grant Program and to date staff has received 40 grants that appear to be eligible upon initial review. The action before council this evening is to consider the authorization of allocation of funds into three categories; Necessary expenditures to protect staff and residents, 360 Communities Grant and Fairview Hospitals grant. Councilmembers are in favor of allocating funds towards necessary expenditures to protect staff and residents and 360 Communities grant. The 360 Communities Grant would support; staffing costs, food for distribution, and utilities. Annually more than 5,000 people are served at the Rosemount Family Resource Center (FRC), along with 250-300 families receiving food monthly. Councilmembers agreed to delay the Fairview Hospital Grant as the request is unique and numerous other cities in Dakota County received similar requests from Fairview, and it is staff’s understanding that all cities are still in the consideration phase regarding this request. Motion by Weisensel Second by Freske Motion authorizing allocation of a subsequent allotment of CARES Act funds for necessary expenditures to protect staff and residents and 360 Communities Grant Ayes: Droste, Essler, Freske, Weisensel, Block Nays: None. Motion carried. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS SEPTEMBER 1, 2020 ANNOUNCEMENTS 10.a. Staff Updates City Administrator Martin highlighted; City Council met in a work session earlier this evening to discuss the 2021 budget and in light of COVID-19, the budget is overall a conservative budget. The Rosemount CARES Grant Program continues to go well and the Food Truck Festival is cancelled. 10.b. Upcoming Community Calendar Mayor Droste reviewed the calendar of events and upcoming meetings. ADJOURNMENT There being no further business to come before the City Council at the regular council meeting and upon a motion by Droste and a second by Freske the meeting was adjourned at 7:34 pm. to reconvene to the city council work session.
