BACKGROUND
On April 21, 2020, the City Council awarded the
contract for construction to McNamara Contracting
for 2019 Street Improvement Project-Phase 2, City
Project 2019-01. Phase 2 includes the streets shown
on the adjacent map:
• Dodd Blvd (Shannon Pkwy to Chippendale
Ave)
• Chippendale Ave
• 151st Street (Shannon Pkwy to Chippendale
Ave)
• Crestone Ave
• Claret Ave (CSAH 42 to 151st St)
• Cimarron Ave (CSAH 42 to 151st St)
Construction began this summer and is now
substantially complete. Additional restoration will be
addressed this fall and spring 2021.
The Public Assessment Hearing is a necessary step
under the Minnesota Statute Chapter 429, allowing
the Council to receive comment on the proposed
assessment roll.
An initial assessment roll was approved by the City
Council on August 18, 2020. That roll was missing
the property proposed for assessment on this roll, as
it was recently replatted under a new PID number.

The sole property on this assessment roll, PID 037-348385001010 was created with the WEXFORD
PLACE plat in July of 2019. This hearing and assessment roll will add this property to the assessed
properties with special benefit from this project as per the Rosemount Assessment Policy.
COSTS & FUNDING
On April 21, 2020, the City Council awarded the contract for construction to McNamara Contracting. The
project funding shown below was calculated on July 31, 2020 and is based on actual costs and projection
with an 18% indirect cost estimate:

The proposed assessments are shown below. In accordance with the Rosemount Assessment Policy,
calculations are determined based on units and linear front footage. Since the roads in this project are
collectors, wider than a local road, the assessments are prorated based property type. The maximum road
width assessed for single family homes is 32’, for multi-family homes is 38’, and commercial properties will
be assessed at the full street width. A summary of assessment rates is shown below:

Residences that are a part of Homeowners Association are assessed based on the front footage of their
association divided equally among the properties that access a street included in the project. Assessment
maps showing the front footage are attached.
Leading up to the Public Hearing on Assessments, staff received one comment regarding appealing the
proposed assessments from a resident. Staff provided information regarding deferral of the assessment
and stated that a deferral would not be allowed based on the current policy as payments would be less than
$400/year.
RECOMMENDATION
Staff recommends Council hold a public hearing for the purposes of assessment and pass upon all
objections. Following that staff is recommending recommends Council adopt the assessment roll for the
2019 Street Improvement Project – Phase 2, City Project Number 2019-01.

A RESOLUTION ADOPTING THE ASSESSMENT ROLL
FOR 2019 STREET IMPROVEMENT PROJECT – PHASE 2,
CITY PROJECT 2019-01
WHEREAS, pursuant to proper notice duly given as required by law, the council has met and heard and
passed upon all objections to the proposed assessment for 2019 Street Improvement Project – Phase 2, City
Project 2019-01, the improvement of:
• Dodd Blvd (between Shannon Pkwy and Chippendale Ave)
• Chippendale Ave
• 151st Street (between Shannon Pkwy and Chippendale Ave)
• Crestone Ave
• Claret Ave (between CSAH 42 and 151st St)
• Cimarron Ave (between CSAH 42 and 151st St)
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Rosemount, Minnesota:
1. Such proposed assessment, a copy of which is attached hereto and made a part hereof, is hereby
accepted and shall constitute the special assessment against the lands named therein, and each tract
of land therein included is hereby found to be benefited by the proposed improvement in the
amount of the assessment levied against it.
2. Such assessment shall be payable in equal annual installments extending over a period of 10 years,
the first of the installments to be payable on or before the first Monday in January 2021, and shall
bear interest at the rate of 3.45 percent per annum from the date of the adoption of this assessment
resolution. To the first installment shall be added interest on the entire assessment from the date of
this resolution until December 31, 2020. To each subsequent installment, when due, shall be added
interest for one year on all unpaid installments.
3. The owner of any property so assessed may, at any time prior to certification of the assessment to
the county auditor, pay the whole of the assessment on such property, with interest accrued to the
date of payment, to the city treasurer, except that no interest shall be charged if the entire
assessment is paid by October 31, 2020; and the owner may, at any time thereafter, pay to the city
treasurer the entire amount of the assessment remaining unpaid, with interest accrued to December
31 of the year in which such payment is made. Such payment must be made before November 15 or
interest will be charged through December 31 of the next succeeding year.
4. On October 31, 2020, the City Clerk shall transmit a certified duplicate of this assessment to the
county auditor to be extended on the property tax lists of the county. Such assessments shall be
collected and paid over in the same manner as other municipal taxes.
