CARES Act Funds Allocations Update E X E C U T I V E S U M M A R Y City Council Regular Meeting: September 15, 2020 AGENDA ITEM: Allocation of CARES Act Funds AGENDA SECTION: Unfinished Business PREPARED BY: Logan Martin, City Administrator AGENDA NO. 8.a. ATTACHMENTS: None APPROVED BY: LJM RECOMMENDED ACTION: None, informational update only. BACKGROUND At the September 1st meeting, the City Council directed staff to continue allocation of the City’s CARES Act Funds. Direction was received to reimburse the City for its incurred costs of PPE, equipment, teleworking supplies, etc., and to provide a $50,000 grant in support of the operations of 360 Communities. Upon working with our legal counsel on required grant agreements with 360 Communities to distribute these funds, a few minor details were raised that required further legal analysis. Ultimately, the utilization of the funds the City would provide to 360 Communities has been modified slightly to more closely align with the federal parameters placed on these funds. Staff will provide full detail on the modified uses during the verbal presentation at the meeting, as the analysis with our legal team is still ongoing at time of packet preparation. As a reminder, in August the City Council acknowledged the below general allocation of funds. Proposed Funding Categories Estimated Allocation of Funds Necessary expenditures to protect staff and residents (PPE, Facility updates, teleworking) $110,000 Rosemount CARES Business Grant Program $500,000 Costs for a portion of Public Safety Salaries impacted by COVID-19 $1,200,000 RECOMMENDATION No action is requested of the City Council, this is an informational update only.
