HomeMy WebLinkAbout20200901 Work Session Proceedings  CALL TO ORDER  Pursuant to due call and notice thereof a work session of the Rosemount City Council was held on Tuesday, August 4 at 5:00 pm at Rosemount City Hall, Council Chambers, 2874 145th Street West.   Mayor Droste called the meeting to order with Councilmember Weisensel, Block, Essler, and Freske.  Staff present included City Administrator Martin, Park and Recreation Director Schultz, Finance Director May, Public Works Director/City Engineer Erickson, Community Development Director Lindquist and Chief of Police Dahlstrom. DISCUSSION  2.a. Preliminary Review of Draft 2021 Budget City Administrator Martin presented the Draft 2021 Budget based on direction received at the August work session. Mr. Martin noted significant changes and highlighted the OpenGov tool that is useful for year-to-date reporting. Regarding revenues, one significant change was made; Licenses & Permits revenue source was increased by $40,000 to account for recently approved projects and developments that are now moving forward and second Mr. Martin compared Rosemount to other Dakota County cities and highlighted Rosemount is the most conservative in Dakota County for 2021, based on information available at the time. Councilmember Essler questioned how much of the operating budget is being paid by homeowners of new construction homes versus homeowners of older construction. Councilmember Freske suggested once staff presents this data to share this information as the comparison will be a story to tell residents. Also discussed; Councilmembers suggesting to market Steeple Center more aggressively and have the Steeple Center as a destination for weddings and businesses, the possibilities of leasing additional equipment and vehicles and the implementation of processing fees for credit card transactions and how to communicate this to credit card users. Councilmembers were in favor with charging the processing fees on all credit card transactions as soon as allowed. Staff will evaluate ways to communicate the change in policy regarding credit card transaction fees. Councilmembers suggested Biscayne Avenue should be scheduled for future improvements soon. ADJOURN TO REGULAR MEETING Mayor Droste adjourned the meeting at 6:50 p.m., second by Weisensel. CALL TO ORDER  Mayor Droste called the meeting back to order at 7:44 PM. UPDATES 3.a. Police Department items (DCC Funding and Department Policies) City Administrator Martin and Councilmember Weisensel provided an updated regarding Dakota Communication Center (DCC) Funding. Mr. Martin noted progress is being made and suggests the county pay the fix costs. Chief of Police Dahlstrom discussed the latest status of Body Cameras. Chief Dahlstrom highlighted some of the public comments received and referred to the current League of Minnesota Policy. Chief Dahlstrom mentioned Rosemount’s policy still has updates to be made and the body cameras should arrive later this fall. Chief Dahlstrom intends to communicate the latest status of the Body Cameras in the upcoming newsletter that is mailed out to all residents. 3.b. Public Works Project Updates Public Works Director Erickson provided updates on current projects. Connemara Trail extension is delayed as the project faced several challenges, i.e. abandoning gas line near Akron Avenue. Connemara trail is likely to be started early spring 2021. The contractor indicated there would be no cost increase that they anticipate. Biscayne Avenue Improvement project final layer of pavement will not go on until spring, temporary striping will be placed on the roadway until then and staff will do its best to keep truck traffic limited on this roadway. Other updates discussed; stoplight at Akron and County Road 42 is still on track to be completed next year, staff continues to have challenges with the railroad regarding Bonaire Path and noted once Bonaire is complete that staff will request a quiet zone at this area and Autumn Path Extension is to be completed this fall. UPDATES City Administrator Martin provided an update on the master forecasting spreadsheet.
