ATTACHMENTS: Concept Plan APPROVED BY: dls RECOMMENDED ACTION: Motion to recommend that the City Council approve funding for the Fencing Plan for the Flint Hills Athletic Complex. The Parks and Recreation Department has been working with the City's Public Works Staff on devising a fencing and netting plan for the Flint Hills Athletic Complex. The Flint Hills Athletic Complex has quickly become a favorite site for those sports needing green space including the sports of soccer, lacrosse and football. The City has received many compliments on the turf conditions, spacing of the fields and access to internal trails at the complex. One concern that has been shared with staff since the facility has opened is concern over the changes in elevations at the park and how the soccer and lacrosse balls often fly off the playing field. When the balls leave the playing field they can be a danger to people using the trails and they also cause a nuisance by slowing down the pace of play due to have to chase the balls down and look for them in the native grass areas of the park. Because the City has started creating a first class facility at Flint Hills, staff feels the next step to proving a great experience would be to have a netting and fencing system installed at the park. The fencing that is being proposed is a black vinyl chain link fence and the netting would also be black in color. The fencing would be six feet in height and the netting would be 15 in height starting at the top of the chain link fence. The length of the fencing and netting is shown on the attached plan set. If each field had fencing and netting at both ends of the fields, the cost would be approximately $130,000. Based on the discussion we have regarding the subject, the total cost could be lowered. Staff would expect the funding to come from Parks Improvement fund with has a balance of over $2,000,000. Staff is recommending the Parks and Recreation Commission support funding the Fencing Plan for the Flint Hills Athletic Complex.
