Mayor Droste called the meeting to order with Council member Block, Essler, Weisensel, and Freske attending. Staff present included the following; • City Administrator Martin • Community Development Director Lindquist • Public Works Director Erickson • Finance Director Jeff May The Pledge of Allegiance was recited. APPROVAL OF AGENDA Motion by Weisensel Second by Block Motion to Adopt the Agenda as presented. Ayes: 5. Nays: None. Motion carried. PUBLIC COMMENT No public comments CONSENT AGENDA Motion by Weisensel Second by Freske Motion to approve consent agenda with item 6.f. Re- Designation of Polling Places for 2020 Elections removed. a. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS SEPTEMBER 15, 2020 6. f. Re- Designation of Polling Places for 2020 Elections Councilmember Block pulled this item to further clarify the updates to polling locations for November 3rd. City Clerk Fasbender further elaborated on the changes that are taking place to the polling locations and noted that those voters who requested an absentee ballot will have their ballot mailed on September 18th. Motion by Block Second by Weisensel Motion to approve the attached resolution designating the temporary polling places for the 2020 General Election Ayes: Block, Droste, Essler, Freske, Weisensel Nays: None. Motion carried. PUBLIC HEARINGS 7.a. 2019 Street Improvement Project – Phase 2, City Project 2019-01, Hold Assessment Hearing, Approve Assessment Roll Public Works Director Erickson explained that an initial assessment roll was approved by the City Council on August 18, 2020. That roll was missing the property (Wexford Place) proposed for assessment on this roll, as it was recently replatted under a new PID number. This hearing and assessment roll will add this property to the assessed properties with special benefit from this project as per the Rosemount Assessment Policy. Mr. Erickson then provided detail regarding the next steps of the assessment process. Mayor Droste opened the public hearing at 7:11 p.m. No public comment. Motion by Droste Second by Block Motion to close the public hearing at 7:14 p.m. Motion by Block Second by Essler Motion to Adopt a Resolution Approving the Assessment Roll for the 2019 Street Improvement Project – Phase 2, City Project 2019-01 Ayes: Droste, Essler, Freske, Weisensel, Block Nays: None. Motion carried. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS SEPTEMBER 15, 2020 7.b. Autumn Path Extension Project, City Project 2019-07 Assessment Hearing Public Works Director Erickson provided an overview of the Autumn Path Extension project. The City received a letter dated June 12, 2020 on behalf of the owners of the property proposed for assessment, which disputes the special benefit to their property. The City’s consulting appraiser has completed an unrestricted special benefit analysis, which confirms the original appraisal amount. The property owner has tentatively agreed to an assessment agreement and staff needs time to get the agreement to the property owner. Due to this, staff is requesting tonight’s assessment hearing be continued to October 5, 2020. Mayor Droste opened the public hearing at 7:15 p.m. No public comment was made. Mr. Erickson noted the property owner would receive the agreement prior to the council meeting on October 5th, 2020. The agreement would need to be approved by the City Council. Motion by Essler Second by Block Motion to continue the public hearing at the regular council meeting on October 5, 2020 Ayes: 5. Nays: None. Motion carried. UNFINISHED BUSINESS 8.a. Allocation of CARES Act Funds City Administrator Martin provided the latest updates regarding the allocation of CARES Act Funds as staff received direction from council to reimburse the City for its incurred costs of PPE, equipment, teleworking supplies, etc., and to provide a $50,000 grant in support of the operations of 360 Communities. Per our legal counsel, Rosemount is required to ensure that 360 Communities utilizes these funds to closely align with the federal parameters placed on these funds. Staff will continue to work on a new agreement with 360 Communities. Mr. Martin also noted the direction received during the Port Authority meeting earlier this evening which was for staff to take a second effort to reach out to businesses in the downtown area who has not yet applied for the grant. Staff prepared a resolution (2020-103) following the Port Authority meeting adjournment stating the following; the Rosemount CARES Small Business Grant Program II to be dedicated to businesses in the City’s historic Downtown is approved and the Council authorizes $200,000 in CARES Act funds to be dedicated to the Program. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS SEPTEMBER 15, 2020 Motion by Weisensel Second by Block Motion to adopt a resolution, 2020-103, approving the City of Rosemount, Rosemount CARES Small Business Grant Program II Ayes: Essler, Freske, Weisensel, Block, Droste Nays: None. Motion carried. NEW BUSINESS 9.a. 2021 Budget City Administrator Martin provided an overview of the initial completion of the Draft 2021 Budget. The City is required to establish a “ceiling” for the tax levy by the end of September, which allows the City the opportunity to reduce the levy after the ceiling is set until final certification in December. Other updates Mr. Martin included; Dakota County is aiming for 0% increase, residents will see the school district and county numbers, however staff can only control the city’s budget. The numbers that residents see in November should be comparable to the final numbers residents see in March. Councilmember Freske noted, 65% of the budget is for public safety and mentioned with the growing number of residents, more public safety is necessary. Councilmember Block added the public safety increase is also in response to what residents are asking for regarding public safety and public safety is very important for our community. Councilmember Essler noted because of this tax rate, a home seeing less than 4% value growth could pay less in City property taxes than 2020. Administrator Martin also noted that staff is cautious to implement all the value growth for future years as the 2022 Budget may be when the COVID-19 impacts are most realized on home values. A final work session in November is planned to discuss any final changes to the budget prior to the final certification and public hearing which needs to be adopted by December 28th. Motion by Freske Second by Block Motion Adopt a Resolution Setting the Preliminary 2021 General Fund Operating Budget, the Preliminary 2021 C.I.P. Budgets, the Preliminary 2021 Insurance Budget, the Preliminary 2021 Port Authority Operating Levy and the Preliminary 2020 Levy and a Budget Hearing Date of December 1, 2020 at 7:00 p.m. at City Hall. Ayes: Freske, Weisensel, Block, Droste, Essler Nays: None. Motion carried. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS SEPTEMBER 15, 2020 ANNOUNCEMENTS 10.a. Staff Updates City Administrator Martin highlighted; Night to Unite will go virtual on Tuesday, October 6th, The City of Rosemount is the recent recipient of a Leaders in Local Government Award in the Business Expansion and Retention category from the Saint Paul Area Chamber of Commerce and East Metro Chamber Partners Business retention. 10.b. Upcoming Community Calendar Mayor Droste reviewed the calendar of events and upcoming meetings. ADJOURNMENT There being no further business to come before the City Council at the regular council meeting and upon a motion by Droste and a second by Weisensel the meeting was adjourned at 8:04 pm.
