ADJOURNMENT ENVIRONMENT & SUSTAINABILITY COMMISSION REGULAR MEETING MINUTES September 15, 2020 CALL TO ORDER Pursuant to due call and notice thereof the meeting of the Environment & Sustainability Commission of the City of Rosemount was called to order on September 15, 2020, at 5:30 p.m. via Go To Meeting. Attendees included: Mayor Droste, Commission Chair Kim Ciresi, Vice-Chair Victoria Schlautman, and Commissioners Renee Burman, Kristen Andrews, Katie Koch-Laveen, Erin Delaney and Tina Angerer. Staff present included the following; Public Works Director Erickson and Stormwater Specialist Byron. ADDITIONS OR CORRECTIONS TO AGENDA ANNUAL MEETING 3.a. Issuance of Oath for New Members Delaney and Angerer Mayor Droste performed issuance of oath for new commissioners. APPROVAL OF MINUTES Motion by Burman Second by Koch-Laveen Motion to approve the minutes of the July 21, 2020 Environment and Sustainability Commission meetings. Ayes: 7 Nays: 0. Motion carried. Motion by Andrews Second by Koch-Laveen Motion to approve the minutes of the August 18, 2020 Environment and Sustainability Commission meetings. Ayes: 7 Nays: 0. Motion carried. PRESENTATIONS OLD BUSINESS 6.a. Goal Setting 2020 Discussion Stormwater Specialist Byron briefly discussed the goal subgroups and how the commissioners can add notes to about their specific goal through OneNote. Commissioners and staff discussed each subgroups goals and their action plans. NEW BUSINESS ANNOUNCEMENTS EXECUTIVE DIRECTOR’S REPORT 9.a. Set Next Meeting Agenda for October 20, 2020 Commissioners will continue discussion on the 2020-2021 goals. Dakota County currently offers five locations where residents can drop off organic waste, such as food scraps, and is looking to expand to more locations within the County. ATTACHMENTS: Draft ESC 2021 Goals APPROVED BY: BLE RECOMMENDED ACTION: Discussion. DISCUSSION: At its September meeting, the ESC drafted a set of six goals. Per commission direction, staff reviewed and refined the goals and put together a draft goals document that covers activities of the ESC for 2021 and the remainder of 2020. Goal Setting Discussion.docx Rosemount Environment and Sustainability Commission 2021 Goals The Rosemount Environment and Sustainability Commission has set the following goals to pursue during 2021 as approved at its ____________ meeting and approved by the Rosemount City Council on ______________. The Goals listed below are aspirational, and implementation schedules may change as the year progresses. Goal 1 Establish a procedure between the ESC, other City Commissions, and City Staff to allow for ESC comment on City ordinances, incentives, and policies related to water resources, energy, green building, and preserving/improving ecological resources. Actions 1. Investigate means and structures available with City Staff and other organizations (November 2020 - January 2021). 2. Develop a procedure/policy and incorporate into bylaws if needed (February 2021 – April 2021). Goal 2 Research green development regulations and policy implemented by other communities within the following subtopics: a. Green Building Standards i. City-owned ii. Residential iii. Commercial b. Native Landscaping c. Water Resource Protection d. Energy Conservation Actions 1. Research of Green Building Standards for city-owned buildings within the following subtopics (September 2020 – December, 2021): i. Energy use ii. Building Materials iii. Waste management iv. Water use 2. Review if Commission would like to extend an invitation to relevant speakers in this area to speak at Commission meetings (January 2021 – June, 2021). 3. Compile a list of policies and potential incentives that may work for implementation in Rosemount. i. Draft materials (July 2021 – November 2021). ii. Present findings to Planning Commission and City Council (December 2021). Goal 3 Work with the City to pursue sustainable purchasing practices. Actions 1. Increase the post-consumer recycled content paper used in city operations, both as used for office administration and for publications, to comply with MS 16C.073 and support recycling markets. i. Work with city staff to baseline current paper types used for copy paper and city publications and internal printing practices (September 2020 – December 2020). ii. Work with city staff to research costs to increase paper types to at least 30% post-consumer content and present findings to Commission/Council, as appropriate (January 2021 – March 2021). iii. Commission members draft a recommendation based on findings, present to Council or staff as appropriate (April – September 2021). Goal 4 Improve access to and provide education on composting for residents. Actions 1. Develop a survey surrounding residential composting and present findings to Council (October 2020 – March 2021). 2. Develop at least 4 education pieces using City communication vehicles (January 2021 – December 2021): i. Social media: Twitter, Facebook, Nextdoor, Instagram ii. City newsletter iii. Cable channel iv. Conserve and preserve blog v. Utility inserts vi. Other 3. Research addition of an organic waste drop-off location for residents (October 2020 – June 2021). Goal 5 Continue to support the City's Energy Action Plan by promoting energy-efficient actions in the community. Actions 1. Develop at least one direct mail print education piece on energy audits focusing on cost savings and environmental benefits (October 2020 – March 2021). 2. Develop at least one education piece on rebates and other financial incentive available to homeowners (October 2020 – March 2021). i. Water Efficiency Rebate ii. Home Improvements iii. Stormwater Rebate iv. Appliances 3. Compose at least one blog post (January 2021 – December 2021). 4. Pending cessation of the COVID-19 Pandemic, provide information at at least one community event (January 2021 – December 2021). i. Leprechaun Days ii. Food Truck Festival iii. Spring expo iv. Night to Unite 5. Develop an engagement campaign with the Chamber of Commerce to educate/encourage small businesses and institutions on energy audits and energy saving building/equipment improvements (January 2021 – December 2021). Goal 6 Promote best practices for landscaping and green space management within the community that encourage increased use of native plants and pollinator habitat. Actions 1. Research designation programs that certify or otherwise recognize the City or city greenspace as pollinator friendly. i. Research programs (Fall 2020 – December 2021). ii. Look for examples in other communities (Fall 2020 – December 2021). iii. Present findings to the City and make arecommendation on whether to pursue applicable designation(s) (December 2021). 2. Recommend creation of a City of Rosemount Pollinator Resolution. i. Draft a resolution (October 2020 – May 2021). ii. Present recommendation to Council (June 2021). 3. Research incentive programs to encourage native landscaping and pollinator friendly landscaping in new/re developments and new construction. i. Research incentives (October 2020 – December 2021). ii. Present findings to Community Development or the Planning Commission December 2021). 4. Look for opportunities within City greenspace to increase pollinator friendly habitats and incorporate native landscaping. Optional considerations include decreased chemical use and changes in mowing practices (October 2020 – December 2021). 5. Develop at least 4 education pieces using City communication vehicles. Education should be focused towards the following audiences: residents, institutional properties, HOAs, and commercial properties (January 2021 – December 2021). i. Social media: Twitter, Facebook, Nextdoor, Instagram ii. City newsletter iii. Cable channel iv. Conserve and preserve blog v. Utility inserts vi. Other
